Foley Expands Government & Public Affairs Practice With Three New Government Relations Attorneys
Foley & Lardner LLP announced today the addition of government relations attorneys Harry J. Katrichis, Vicki J. Hicks and Lance Kotschwar to the firm's Government & Public Affairs Practice in the Washington, D.C. office.

This announcement comes on the heels of former General Counsel of the House Judiciary Committee Philip G. Kiko joining its Government & Public Affairs Practice in Washington, D.C. on April 23.

“The addition of this team of attorneys will support our strategic plan to further enhance our growing Government & Public Affairs Practice,” said Rick Weiss, managing partner of the firm's Washington, D.C. office. “The group's depth of government relations experience and strong ties to public officials will complement the firm's solid framework for providing our clients with superior public affairs counsel.”

Harry J. Katrichis is a member of the Energy, Health Care and International Business Industry Teams in addition to the Government & Public Affairs Practice. He devotes his practice to lobbying in the areas of agriculture, energy, financial services, health care and transportation. Katrichis served as the chief counsel to the U.S. House of Representatives Committee on Small Business, where he advised the committee on issues including regulatory reform, antitrust and competition policy, international trade, regulated industries and economic policy. He also served as special counsel in the Office of General Counsel of the U.S. Department of Commerce, Associate Chief Counsel for Advocacy at the Office of Advocacy at the U.S. Small Business Administration and as a special assistant to the Attorney General during the Reagan Administration.

Having spent more than 25 years in the public policy arena, Katrichis is a well known lobbyist in Washington. He has served in both Houses of Congress, held three different positions in the Executive Branch and spent the past six-plus years as a respected private sector lobbyist representing clients in a host of substantive areas.

“Foley's expansive business footprint provides us with a real opportunity to leverage our experience and relationships. We can extend the depth of our offerings through the expertise of our new colleagues in the Life Sciences, Health and Food and Agriculture practices,” said Katrichis.

Vicki J. Hicks is a member of the Life Sciences, Energy, Food and International Business Industry Teams in addition to the Government & Public Affairs Practice. She has extensive experience working with the legislative and executive branches in key positions on Capitol Hill, including her role as a senior Democratic Senate staffer, and as an appointee at the U.S. Department of Agriculture (USDA) during the Clinton Administration. As an agricultural lawyer and lobbyist, Hicks has been instrumental in representing clients' goals through the legislative process as well as before the USDA. Her areas of focus include the food, drug and agriculture policy areas, including agricultural trade, farm subsidy and commodity programs, commodity procurement, conservation programs, domestic and foreign food assistance programs, alternative and bio-based energy, food safety, nutrition and rural development programs.

Having served in both the legislative and executive branches, Hicks offers a unique combination of experience and knowledge in agricultural programs. In addition to representing her clients' positions on the Hill and at USDA, she effectively uses her experience to assist clients with business development activities at USDA.

Lance Kotschwar is a member of the Life Sciences, Energy, Food and International Business Industry Teams in addition to the Government & Public Affairs Practice. Kotschwar's previous experience includes having served as general counsel to the U.S. Senate Committee on Agriculture, Nutrition and Forestry; chief counsel to the U.S. House of Representatives Committee on Agriculture; and in the Office of the General Counsel at the U.S. Department of Agriculture. During his time on Capitol Hill he oversaw completion of a number of significant laws, including the 1996 and 2002 Farm Bills, the Commodity Futures Modernization Act of 2000 and the Healthy Forests Restoration Act of 2003.

With more than a decade of experience spanning the Executive Branch and committees in both houses of the Legislative branch, Kotschwar has an in-depth understanding of the legislative and regulatory process. In particular, his experience includes production and marketing of food and agricultural products, commodity futures regulation, conservation and natural resource programs and regulation of biotechnology-derived plants and animals. Foley & Lardner LLP provides the full range of corporate legal counsel. Our attorneys understand today's most complex business issues, including corporate governance, securities enforcement, litigation, mergers and acquisitions, intellectual property counseling and litigation, outsourcing and information technology, labor and employment, and tax.
