BC Part of Successful Early Efforts to Fund Program for Minorities in Law
Bryan Cave LLP has joined with more than a dozen major law firms in New York to support minority law students and early career attorneys in the metro area. After one month of fundraising, the firms have contributed a total of $180,000 to the Practicing Attorneys for Law Students (PALS) campaign.

PALS is New York-based non-profit dedicated to providing mentoring and career guidance services to minority law students and new attorneys. The campaign was launched in March to expand the reach and resources of the program. The eventual goal is to raise $400,000.

Bryan Cave has sponsored substantive events for PALS, and the firm’s New York attorneys act as mentors in the program. Bryan Cave and other firms were recognized for their ongoing support of PALS April 20 in the New York Law Journal.

“We are delighted that so far more than a dozen of the world’s leading law firms have issued such a resounding call to action within the industry through their swift and generous support to the Campaign for PALS,” said Amanda Samuel, chair of the PALS Board of Directors. “Recent industry statistics show that minority lawyers still face great hurdles related to hiring, professional development, work assignments and promotion. PALS is well-positioned to address these challenges by bringing together leading lawyers of all races to serve as mentors to minority law students and early career minority attorneys.”

PALS was founded in 1984 as the “Adopt-a-Law Student Program” by Patricia Irvin, an African-American associate and later a partner at Milbank, Tweed, Hadley and McCloy LLP, who began mentoring minority students from NYU School of Law. The program has expanded to serve students from the 13 major law schools in and around New York City and includes lawyer mentors from most leading law firms and many locally based corporations. All PALS programs are offered to minority law students free of charge.

The ultimate goals of the current campaign include the creation of an endowment for PALS’s longstanding Supplemental Bar Tutorial program and funding a full-time executive director to oversee day-to-day operations and manage the program's continued growth and development

Venable Adds Veteran Telecommunications Attorneys James Troup and Tony Lee to Washington Office
Venable LLP has added Partners James U. Troup and Tony S. Lee, experienced telecom litigation, transactional and regulatory attorneys, as partners in the firm’s Washington D.C. office. Grace R. Chiu also joins as an associate in the firm’s Communications Group.

Mr. Troup, Mr. Lee, and Ms. Chiu come to Venable from the Washington, D.C. office of McGuireWoods, LLP, where Mr. Troup was head of that firm’s Telecom and Media Practice Group.

Messrs. Troup and Lee have represented a broad spectrum of communications companies, including cable TV operators, satellite operators, Internet service providers, wireless carriers, retailers and manufacturers of communications equipment.

The core of their practice is small-to-medium local and long distance landline carriers, for whom they provide transactional, regulatory and litigation counsel, ranging from mergers and acquisitions to compliance, bankruptcy and enforcement matters. They are currently representing a large group of local carriers who are involved in leading-edge litigation and regulatory matters involving compensation owed to them for conference call, fax and Internet based communications.

The two attorneys also represent smaller carriers in the purchase and sale of wireless spectrum, as well as in asset transfers of landline phone service, and in other industry segments where rural telcos now operate, such as cable and broadband services. Their client roster includes more than 300 small-market and rural telcos throughout the country.

Mr. Troup and Mr. Lee regularly counsel clients on telecom-related issues before numerous regulatory and enforcement agencies, including the FCC, FTC and National Telecommunications and Information Administration, as well as the Justice Department, FBI, State Department, and the International Telecommunications Union in Geneva. They have frequently advised real estate developers and building owners regarding inside wiring property rights and building access by competing communications companies. Mr. Troup has also represented more than 100 communications companies as creditors in major bankruptcies. Additionally, Mr. Troup has drafted legislation for a leading U.S. telephone company, enabling it to provide cable TV over its fiber network without obtaining local cable TV franchises.

“Jamie and Tony bring a focus on working with smaller landline companies that is a terrific complement to Venable's existing work on behalf of wireless carriers and large-scale telecom providers,” said Karl A. Racine, Venable's managing partner. Their practice will bring Venable one step closer to its goal of advising companies across the full spectrum of telecommunications services.”

In addition to working with rural market telcos, Mr. Troup has obtained regulatory approvals for competitive telecommunications carriers to engage in strategic merger transactions. More recently, Mr. Lee and Ms. Chiu served as lead regulatory counsel to obtain state and federal approvals for the recently completed merger between PAETEC Corp. and US LEC Corp. The combined company, PAETEC Holding Corp., created a publicly traded carrier with annual revenues of more than $1.3 billion – one of the largest competitive carriers in the U.S. Mr. Lee and Ms. Chiu also secured state approvals for $850 million in financing for the deal.

Messrs. Troup and Lee and Ms. Chiu have also advised clients in connection with telemarketing practices, including compliance with the national do-not-call list, as well as rules governing commercial email and fax transmission, wiretapping and privacy laws, the CAN SPAM Act, and the Digital Millennium Copyright Act.

“Jamie, Tony and Grace are outstanding additions to our Communications Group – they are as comfortable working on highly structured corporate deals as they are guiding clients through complex regulatory compliance” said Brock R. Landry, manager of Venable’s Government and Regulatory Affairs Division at Venable.

“Their client base is extremely diverse and the scope of issues and matters they’ve had to address has kept Jamie and Tony up-to-the-minute, not only on industry regulations and the law, but on the telecommunications business itself, which changes with incredible speed,” he noted.

“Venable has one of the most dynamic communications groups inWashington,” Mr. Troup commented, noting that he has previously worked with Venable's Communications Group Chair Frederick M. Joyce. “The firm’s strengths in the regulatory, wireless, and other electronic communications fields expand the platform we’re able to offer our landline clients as they develop their own offerings. We were also drawn to Venable’s growing national presence since so many of the companies we work with are well outside the East Coast. The firm’s depth in business law and litigation promise added support for our clients.”

Prior to joining McGuireWoods, Mr. Troup was a partner at Arter & Hadden in Washington, where he worked with Philip M. Horowitz, vice-chair of Venable's Business Division. In his nearly 11 years at Arter, Mr. Troup negotiated multiple mergers and acquisitions, joint ventures and other transactions for service providers in the telephone, TV, satellite, wireless and Internet services industries. He counseled TV and radio stations on regulatory issues including advertising restrictions, FAA regulation of tower sites, tower leasing agreements, must carry rights and retransmission consent agreements, FCC licensing for facilities modifications and station ownership restrictions.

Mr. Troup earned his J.D. from the University of Virginia School of Law (1985) and a B.S. in International Economics from the Georgetown University School of Foreign Service (1981).

Mr. Lee received his J.D. from American University (1994) and a B.S. in Electrical Engineering from the Universityof Maryland (1991).

Ms. Chiu also received her J.D. from American University (1994) and holds an A.B. fromBrown University (1977). Prior to joining McGuireWoods, Ms. Chiu was a senior associate at Swidler Berlinin Washington, supporting one of the largest telecommunications, media and technology practices in the country. Before attending law school, Ms. Chiu spent eight years in the cable television industry in a variety of corporate and communications positions.
