Sachar Joins Blackwell Sanders
Blackwell Sanders welcomes Ann R. Sachar to the Corporate Department. She joins the firm’s St. Louis, Mo., office as senior counsel and will focus her practice on taxation and corporate areas.

Sachar joins Blackwell Sanders after serving as Edward Jones’ Global Client Reporting project leader, where she was responsible for ensuring compliance with tax and security regulations and industry rules applicable to customer statements and tax reporting matters.

During her career, she has worked at firms Thompson Coburn LLP and Bryan Cave LLP, focusing on federal, state and local taxation. She has worked for the federal government serving as an attorney for the U.S. Department of Justice, Tax Division in Washington, D.C., and as a staff attorney for the U.S. Court of Appeals, Eighth Circuit.

She earned her LL.M in taxation (1994) and her J.D. (1991) from Washington University School of Law, where she was an editor of the Journal of Urban and Contemporary Law. She received her B.A. from the University of Michigan (1984).

Weigel Joins Blackwell Sanders
Blackwell Sanders welcomes Anthony E. Weigel to the firm’s Kansas City, Mo., office. He joins the firm as a staff attorney in the Labor & Employment Department focusing his practice in the areas of business-immigration law and employer compliance with immigration laws.

Prior to joining Blackwell Sanders, Weigel was an attorney in solo practice. He has also practiced with Eisberg & Bordeau, Mission, Kan.; and Blumenfeld, Kaplan & Sandweiss, P.C., St. Louis, Mo.; where he specialized in employment-related immigration matters.

He earned his J.D. from the University of Missouri at Kansas City School of Law (2003), and received his B.A. from the University of Missouri at Kansas City (1994). During law school, he was an intern at the U.S. Department of Labor, Office of the Solicitor, in Kansas City. Prior to law school, he worked in human resources at a Kansas City-based healthcare/information technology company and was responsible for coordination of immigration matters.

Arnold & Porter Significantly Expands International Practice
Arnold & Porter LLP announced today that a group of highly regarded international arbitration and transactional practitioners has joined the firm's Washington, D.C. office. Paolo Di Rosa, who joins as partner, will head the firm's international arbitration practice. He works closely with Gaela Gehring Flores, who also joins as partner. Rounding out the arbitration team are associates Dmitri Evseev, Bonard Molina-Garcia, and several paralegals and secretaries. The group is well-known in the international arbitration bar for its expertise in Latin America-related arbitration, as well as its representation of claimants and sovereign governments, including Chile, Ecuador and Venezuela, in investor-state disputes before the International Centre for Settlement of Investment Disputes (ICSID) in Washington, D.C.

Raul Herrera joins as a partner in the corporate and securities practice group. His practice concentrates on international corporate transactions and international arbitration, and he has extensive experience throughout Latin America and the Caribbean.

Mr. Di Rosa, Ms. Gehring Flores and Mr. Herrera are fluent in Spanish, and have close personal and cultural ties to Latin America, as do other members of the team.

Commenting on the group's arrival, Chair Thomas Milch said, "Paolo, Gaela and Raul bring a wealth of experience to our premier international practice. They will add substantive depth and geographic breadth to our international arbitration practice, and expand our international transactional expertise, areas of longstanding importance to our clients."

Mr. Di Rosa underscored his group's and the firm's common areas of experience as one of the main reasons for joining the firm, saying: "Arnold & Porter's highly regarded international practice, in particular its longstanding ties to Latin America and its broad experience in the representation of sovereigns, presented an especially appealing prospect and a natural fit for our group. We hope to further broaden the firm's international arbitration and public international law practices on a global level, as well as to continue to deepen its ties in Latin America."

Mr. Herrera added, "I greatly look forward to joining my colleagues at Arnold & Porter. The firm's prominent platform in international transactions, especially its sovereign finance practice in Latin America, parallels my own background in international business and multilateral financing transactions, as well as in international arbitration matters."

International Arbitration Partners
Mr. Di Rosa's practice focuses on international arbitration matters, including disputes under bilateral investment treaties and other investment instruments. He has recently represented the governments of Chile, Ecuador and Venezuela in ICSID proceedings, and has also served as lead counsel in ICSID cases against the Government of Argentina involving claims totaling over $1.5 billion. Di Rosa's practice also centers on public international law matters. He worked for many years during the Clinton Administration at the U.S. State Department, where he headed the Office of the Legal Adviser for Western Hemisphere Affairs and was promoted to the Senior Executive Service. Before and after his government service, he worked at prominent U.S. law firms. He is a magna cum laude graduate of Harvard College and a cum laude graduate of Harvard Law School.

Ms. Gehring Flores has been in private practice for almost ten years. She has been involved in international arbitration matters on behalf of the governments of Chile and Venezuela, as well as in claims against Argentina. She has been instrumental in the defense of Venezuela in legal proceedings related to promissory notes allegedly issued by a Venezuelan state-owned bank. She is a cum laude graduate of Georgetown University Law Center, where she was Managing Articles Editor of the Georgetown Law Journal.

Mr. Di Rosa and Ms. Gehring Flores are known as key players in cases before ICSID, which has become the predominant global forum for resolving disputes between investors and states, and have significant experience in disputes brought under bilateral investment treaties, which typically involve complex issues of jurisdiction, state responsibility and the intersection of national and international law.

The new arbitration team will strengthen Arnold & Porter's already well-established presence in the area of investor-state arbitration. For example, the firm garnered high-profile victories in the fall of 2006 for the Republics of Hungary and El Salvador, respectively, in arbitrations conducted at ICSID. Arnold & Porter also has a wide range of expertise in international arbitration matters in other arbitral fora, including in the area of international commercial arbitration, as well as in ad hoc arbitrations conducted under the UNCITRAL Rules.

International Transactional Partner
Mr. Herrera led the Latin American Practice Group at his former firm. He concentrates his Latin American practice on international arbitrations having represented Ecuador in an ICSID proceeding, cross-border financing, banking, private equity, and other international business transactions, and also focuses on representing sovereigns, multilateral development banks and bilateral agencies. His transactional experience covers a wide variety of industry sectors in emerging markets. Mr. Herrera joined the Inter-American Investment Corporation in its first year of operations and rose to the position of General Counsel after serving in various legal capacities (1990-2003). He is a graduate of The George Washington University School of Law and the Elliott School of International Affairs, Latin American Studies Program.

Mr. Herrera expands the international transactions practice of Arnold & Porter, which is already a recognized leader in representing sovereigns and central banks in their international financial affairs. In 2006, Arnold & Porter represented governments on three continents, including Colombia, Israel, Turkey, Brazil, Panama, El Salvador and Pakistan in over 20 transactions, aggregating well over $15 billion. The firm advises both domestic and international financial institutions on a wide variety of financing opportunities, such as securities offerings, leveraged buyouts, lending activities and debt restructuring.

Recent Lateral, Latin American Focus
The arrival of Mr. Di Rosa's international arbitration group and Mr. Herrera follows another recent high-profile acquisition by the firm, Gregory Harrington. Mr. Harrington advises clients in the areas of capital markets, sovereign debt and project finance. He is currently working in São Paulo, Brazil and will be based in the firm's Washington, D.C. and New York offices starting on July 2, 2007.

Winstead PC has realigned its business structure dividing the firm into two departments and 18 practice groups. The two departments are Business & Transactions, led by shareholder Ed Peterson, and Litigation & Dispute Resolution, led by shareholder Jay Madrid.

Practice groups under the Business & Transactions department include: Corporate & Securities, led by Mark Johnson; Finance & Banking, led by Mike Hilliard; Taxation, Employee Benefits & Private Business, led by Tom Helfand; Business Restructuring/Bankruptcy, led by Phil Lamberson; Public Finance, led by the managing shareholder of Winstead's San Antonio Office, Paul Martin; Wealth Preservation, led by John Bergner; Government Relations & Public Policy, led by Paul Wageman; Real Estate Development & Investments, led by Mike McWilliams; Real Estate Structured Finance, led by Kevin Sullivan; and Real Estate Regulated Lending, led by Keith Mullen.

Practice groups under the Litigation & Dispute Resolution Department include: Labor, Employment & Immigration, led by Dan Dargene; Commercial Litigation, led by Jeff Joyce; Tort & Insurance Litigation, led by Mike Wright; Intellectual Property, led by Robert Shaddox; Government Enforcement & Regulated Industries Litigation, led by Tom Taylor; Energy & Environmental Litigation, led by Tom Hutcheson; Construction, led by Dale Butler; and Appellate, led by Craig Enoch.

In addition to the new department/practice group structure, Winstead's core industry groups consist of attorneys from across practice disciplines who work together regularly to anticipate market trends, and identify areas of opportunity, need or risk for their clients. Winstead's industry groups include Aviation, Biotechnology, Condominium, Insurance, Nanotechnology, Sports & Entertainment, Technology, Turnaround & Workout, and Zoning & Land Use.

Megan E. Kriegstein Joins Porzio as a Complex Tort Associate
Porzio, Bromberg & Newman P.C. is pleased to announce that MEGAN E. KRIEGSTEIN has joined the firm as an associate.

Ms. Kriegstein will concentrate her practice in the area of Mass Tort, Product Liability, and Pharmaceutical Litigation. Most recently, Ms. Kriegstein was associated with Danaher, Lagnese & Neal, P.C. of Hartford, CT as a Medical Malpractice Litigation Associate. She has also served as a Judicial Law Clerk in the Connecticut Superior Court in Hartford, CT from 2003-2004.

Ms. Kriegstein is a 2003 graduate of Boston College Law School where she served as a Staff Writer on the Intellectual Property and Technology Online Journal and a 2000 graduate of Franklin and Marshall College, cum laude, with a B.A. in History.

Leading IP Litigation Team Joins Heller Ehrman's New York Office
Three intellectual property litigators – Kevin J. Culligan, W. Edward Bailey and John P. Hanish – have joined Heller Ehrman’s New York office as shareholders. The well-respected team of lawyers handles a variety of high-profile patent litigation matters, with an emphasis on the medical device, pharmaceutical, biotechnology and banking sectors.

“The addition of this highly regarded team in New York represents a significant step in our plans for strategic, broad-based growth in this market,” said Joseph T. McLaughlin, chairman of Heller Ehrman’s New York office. “We are looking to expand several of our core practice areas in New York and we hope to have more than 20 IP litigators in the near term.”

Since the beginning of 2006, Heller Ehrman has added 13 shareholders to its New York office. Since opening in 1999, the firm’s New York office has grown from 19 to 126 lawyers. Brief Shareholder Biographies

Kevin J. Culligan focuses on the litigation and trial of intellectual property matters – primarily patent infringement cases. Over the past three decades, he has represented a number of large international companies in patent infringement actions involving diverse technologies, ranging from medical devices and inventions in immunology to photographic chemistries and consumer products. He also has represented a number of companies in connection with the enforcement of patents directed to financial instruments, financial services, insurance products and various kinds of business method patents. He was a member of the Polaroid trial team that recovered almost $1 billion from Kodak, one of the highest amounts ever awarded for patent infringement. Culligan also served as lead trial counsel for College Savings Bank in a high-profile patent infringement case that he argued before the U.S. Supreme Court. Culligan was a partner at Fish & Neave, where he served as acting managing partner in 2002 and 2003, and was on the management committee from 2000 to 2004. Culligan earned an A.B. from Colgate University in 1976 and a J.D. from Cornell Law School in 1980.

Ed Bailey has spent more than 30 years practicing all aspects of intellectual property litigation involving a wide range of technologies. His primary focus is patent infringement litigation, but he has represented clients in trademark, trade dress, copyright and trade secret cases. He also has been lead counsel in many interferences in the Patent and Trademark Office. Bailey was a partner at Fish & Neave, where he served as managing partner from 1994 to 2000. He earned a B.S. in chemistry from Auburn University and a J.D. from the University of Virginia. He also did graduate work in biochemistry at Vanderbilt University and served in the United States Marine Corps.

John P. Hanish handles all aspects of intellectual property litigation and counseling, with an emphasis on patent litigation. He has represented clients at patent trials regarding pharmaceuticals and consumer products. His experience includes serving as trial counsel for Symbol Technologies Inc. and Cognex Corp., which defeated the Lemelson “submarine” patent licensing program in a complete victory for the bar code and machine vision industries. Prior to attending law school, Hanish was a postdoctoral fellow and scientist at Rockefeller University and Sloan-Kettering Institute. He earned a B.S. in chemistry and history from North Dakota State University in 1986, and a Ph.D. in 1990 in biochemistry and molecular biology from the University of Chicago. He received a J.D. in 1998 from New York University School of Law.

R. Scott Williams concentrates his practice in bankruptcy, reorganization and creditors' rights and related commercial litigation. He has represented debtors and creditors in a variety of complex bankruptcy cases, and also has extensive experience representing parties in complex commercial litigation. Mr. Williams served for several years as counsel to U.S. Senator Howell T.
