Bloomberg quotes Michael Leon on proposed Boston City Hall move
Michael Leon, partner in the Land Use, Permitting and Development practice, was quoted in “Boston Mayor Calls for Selling City Hall and Plaza,” which appeared on a December 12 Bloomberg alert.

Boston Mayor Thomas Menino announced this week that he wants to sell City Hall and solicit private sector proposals to redevelop Government Center. Proceeds from the sale would finance a new government building on a city-owned, 13-acre pier on South Boston's waterfront, an area Menino has long championed for development.

Michael suggests that the city will have to work through some legal issues before it can build on the waterfront, since certain areas are meant for industrial marine uses. However, he commented ``The more development, the greater the daytime density and the more activity you get in the neighborhood and that is all good. You need daytime office workers to support the development of more restaurants and shops.

Dario Frommer, Former California State Assembly Majority Leader, Joins L.A. office of Mayer, Brown, Rowe & Maw
Mayer, Brown, Rowe & Maw LLP is pleased to announce the addition of Dario J. Frommer to the California Government Practice Group of its Los Angeles office. Mr. Frommer has served as majority leader of the California State Assembly and brings more than 20 years of experience in government and law to the firm.

"Mayer, Brown, Rowe & Maw affords me the opportunity to continue my involvement in good public policy in California while working with some of the best legal and political talent in the country. I'm excited about joining Mayer Brown's government practice and acting as a bridge between decision makers in business and government while continuing to work on some of the issues I focused on in the Assembly like health care, tax reform, and the environment."

Frommer joins other notable California Government Practice attorneys Mickey Kantor, former U.S. Commerce Secretary and U.S. Trade Representative, Bob Hertzberg, former Speaker of the California Assembly and recent mayoral candidate in Los Angeles, and Phil Recht, former Chief Counsel and Deputy Administrator of the National Highway Traffic Safety Administration of the U.S. Department of Transportation.

As majority leader of the State Assembly, Frommer was responsible for reaching agreement on legislative and budgetary issues, and working with diverse interests and stakeholders to find innovative solutions to pressing issues. His legislative accomplishments include the creation of California's Urban Parks program, which put $130 million into new neighborhood parks and preservation of urban open spaces.

Mr. Frommer also chaired the Assembly Health Committee where he oversaw policy governing the conduct of providers, hospitals, health plans, prescription drug manufacturers, pharmacies, professional scope of practices and the Medi-Cal system. With then Senate President Pro-Tem John Burton, Frommer coauthored SB2, which required large and medium sized employers to provide health care coverage for their employees. Frommer also authored major nursing home reform legislation and California's landmark Continuity of Care Act. This year, he initiated a discount prescription drug program for uninsured Californians. In 2006, Frommer's efforts to eliminate illegal tax shelters recouped $1.4 billion in lost revenues to help balance the troubled state budget. He also served as chair of Committees on Rail Safety and Small Business in the State Assembly.

"Dario has a wide range of experience in both the public and private sectors," said Jim Tancula, Partner-in-Charge of the firm's Los Angeles office. "Our clients will greatly benefit from his broad negotiating, problem solving and relationship building skills in the public arena, as well as from his expertise in critical issue areas such as health care, energy and the environment, land use, tax, telecommunications, transportation, and insurance."

Prior to his tenure in the State Assembly, he was Appointments Secretary for Governor Gray Davis. His responsibility included recruitment and placement of individuals in 3,400 civil service positions throughout the state and was successful in increasing the percentage of women and other minorities appointed to high ranking posts.

Frommer's legal career began as an associate of Long & Levit, San Francisco/Los Angeles, where he defended clients in environmental, insurance coverage and wrongful death actions. He also worked with Paul, Hastings, Janofsky and Walker LLP as a contract attorney in the real estate department and has additional experience in small business litigation as well as campaign, election law and lobbying.

In 2005, Frommer was honored with the Antonio Villaraigosa Award on behalf of the Los Angeles County Deputy Probation Officers Union.

He has also received the Legislator of the Year Award from three separate charitable organizations. Local and national not-for-profit organizations consistently have recognized Frommer for his philanthropic and environmental protection efforts. In 1999, he was voted by the Daily Journal as one of the Top 20 Lawyers Under 40 in California.

"Our government practice, comprised strictly of attorneys who also have served at high levels in government, provides the best strategic and tactical legal counsel to our clients," said Phil Recht, head of the California government practice. "Dario's record of excellent service to the citizens of California precedes him and I think he will be an extremely valuable asset to the growth and continued success of Mayer, Brown's Los Angeles office and its Government Practice Group."

Mr. Frommer graduated cum laude with honors from Colgate University with a degree in International Relations and Political Science. He received his J.D. from the University of California, Davis in 1992.

Mayer, Brown, Rowe & Maw's Government Practice Group represents clients in legislative, administrative, enforcement, and contracts matters at the federal, state and local levels of government. The firm works closely with elected and appointed officials, their staff, and political and media consultants, to develop sound positions that can be articulated and leveraged to advance its clients' interests in the public arena.

Mayer, Brown, Rowe & Maw is among the largest law firms in the world with 1,400 lawyers in seven U.S. cities (Charlotte, Chicago, Houston, Los Angeles, New York, Palo Alto and Washington), six European cities (Berlin, Brussels, Cologne, Frankfurt, London and Paris), Hong Kong and affiliated offices (including Beijing, Bucharest, Mexico City, Milan and Rome).
