LONG-TIME DEMOCRATIC CONSULTANT MARK SIEGEL JOINING LOCKE LIDDELL STRATEGIES IN WASHINGTON, D.C.
"Locke Liddell Strategies today announced that long-time Democratic adviser and Washington lobbyist Mark Siegel is joining the firm as Partner. Siegel, a former Executive Director of the Democratic National Committee and Deputy Assistant to the President in the Carter White House, will further strengthen the Firm's ability to communicate effectively with Democrats in the Congress, including the many Democratic leaders he has worked with for so long. Locke Liddell Strategies is the Washington, D.C., public affairs arm of Texas-based Locke Liddell & Sapp LLP.

Siegel, who holds a Ph.D. in congressional behavior and political parties from Northwestern University, has 25 years of experience on the highest level serving and providing strategic counsel to a broad range of domestic private and public sector clients. Siegel will join Locke Liddell Strategies at the end of this month. For the past four years, Locke Liddell & Sapp has been named the No. 1 lobbying law firm in Texas by Capitol Inside and is significantly expanding its presence in Washington, D.C. In January, Democratic Strategist Shane Doucet joined Locke Liddell Strategies. Doucet began his career in Washington with Congressman Chris John, a conservative Democrat from Louisiana who is a former Chairman of the Blue Dog Democrats, and joined Locke Liddell from the Louisiana-based firm of Adams & Reese. They join seasoned lobbyists at Locke Liddell Strategies: Roy Coffee, Dave DiStefano, Jim Moriarty, and Phil Rivers. On May 1st, former Managing Partner Harriet Miers returned to Locke Liddell & Sapp after six years working for President Bush, most recently as White House Counsel.

“Locke Liddell is committed to offering a diverse team of professionals to provide the best resources, knowledge and experiences to our clients facing complex public affairs issues,” said Robert Miller, Managing Partner of Locke Liddell’s D.C. office and Chair of the Firm’s Public Law Section. “This month’s additions of such respected power players as Democrat Mark Siegel and Republican Harriet Miers will ensure we provide the best and most comprehensive expertise for our clients. Siegel has appeared frequently on CNN, NBC, CBS, ABC and FOX as a Democratic analyst and strategist. During the 2000 presidential recount crisis, he was the on-air consultant to The Today Show on NBC. During three Democratic National Conventions, Siegel served as political consultant to Walter Cronkite, acting as his analyst and spotter.

Siegel was the chief strategist of the Humphrey for President Campaign in 1972, the political director of the Democratic National Convention in 1976 and the Coordinator of the Draft Kennedy movement in 1980. He was an elected at-large member of the Democratic National Committee for more than 10 years and served on three separate Democratic commissions on the presidential nominating process.

For 15 years, Siegel served on the Board of the National Democratic Institute for International Affairs, chairing the Institute's party building and election monitoring in Asia. Considered one of the Democratic

Party's most prominent speechwriters, he has written for Presidents, Vice Presidents, Senators, Congressmen and Corporate Executives. He has also served as speechwriter to President Nazarbaev of Kazakhstan, Prime Minister Benazir Bhutto of Pakistan, and Prime Minister Henny Eman of Aruba. Both as an academic and practitioner, he is often cited as the leading expert on delegate selection procedures in the United States. Siegel joins Locke Liddell after serving for the past three years as the Senior Vice President of Government and Public Affairs at New Century Financial Corp.

Prior to joining Adams and Reese, Doucet served as Vice President of a significant Washington, D.C., consulting firm where he represented various homeland security and law enforcement agencies, pharmaceutical and health services companies, as well as clients in the energy, high-tech and financial services industries. Previously, he lobbied on behalf of the National Federation of Independent Business (NFIB) for more than two years on issues such as health care reform, legal reform, energy, tax and environmental regulations.
