Chad Noel Joins Steptoe & Johnson
William C. “Chad” Noel has joined the Litigation Department of Steptoe & Johnson practicing in the firm’s Morgantown office as an associate. Noel will focus his practice in the areas of products liability, medical malpractice and insurance defense. He received his juris doctorate from the West Virginia University College of Law and his undergraduate degree in political science from West Virginia University. He is licensed to practice in West Virginia.

Noel previously served as Special Assistant United States Attorney and Assistant United States Attorney in the Office of the United States Attorney for the Southern District of West Virginia. He also served as an Assistant Prosecuting Attorney in the Office of the Kanawha County Prosecuting Attorney.

Steptoe & Johnson is a multi-practice law firm that has provided customized legal services to business, industry, and public entities in West Virginia and the region for nearly a century. Sonnenschein Launches National Strategic Communications & Public Affairs Practice
National law firm Sonnenschein Nath & Rosenthal LLP today announced several key additions to its Public Law & Policy Strategies Group and the formation of a new strategic communications and public affairs practice. Veteran health care attorney Mark W. Weller and communications and public affairs strategist Audrey B. Young have joined the firm as partner and senior managing director, respectively. Public affairs strategist Mark Meissner and national public affairs professionals Peggie Rice, Stewart Gordon and Robin Adams also have joined the firm. Sonnenschein separately announced the addition of international affairs senior advisor Juan Carlos Iturregui and public policy managing director Erin Book, adding to significant growth in the group.

“This strategic communications and public affairs team deepens our ability to deliver communications and advocacy services in all 50 states, particularly for our clients in heavily regulated industries,” said Mike McNamara, national chair of Sonnenschein’s Public Law & Policy Strategies Group. “Public affairs is in greater demand than ever before, and the expansion of our national team will enhance the services that we offer as a preeminent destination for comprehensive public policy needs.”

Weller has more than two decades of legislative experience, much of it focusing on health and life sciences issues. He represents medical device and pharmaceutical manufacturers and voluntary health organizations in legislative and regulatory matters before Congress and the Centers for Medicare and Medicaid Services. Weller’s practice also includes advocacy and advisory services for transportation and financial services clients. He served as legislative director to Sen. Richard Lugar, R-Ind., and as an attorney at the National Republican Senatorial Committee. Weller ran the Washington office of a Fortune 500 company as well.

Young has an extensive background in corporate communications and public affairs. As the founder of the national communications and public affairs practice at her former firm, she designed and implemented communications and advocacy strategies to protect and enhance corporate reputation and credibility. She was a staff member for former Rep. Terry Bruce, D-Ill., and the Democratic National Committee.

“We chose Sonnenschein for its national platform, particularly with respect to the health, life sciences and public policy practices,” noted Weller.

Managing directors Mark Meissner and Peggie Rice and associate managing directors Robin Adams and Stewart Gordon advise clients in the areas of public affairs and litigation communications.

Meissner and Rice have worked on Capitol Hill for members of the U.S. Senate and House of Representatives. Meissner is a former congressional candidate and has 15 years of corporate public affairs and campaign experience. His Hill service includes work for Sen. Evan Bayh, D-Ind., and former Rep. Tim Roemer, D-Ind. Rice has significant experience in communications and public policy advocacy. She served on the staffs of Senate Budget Committee Chairman Kent Conrad, D-N.D., and Reps. Patrick Kennedy, D-R.I., and Earl Pomeroy, D-N.D.

Adams has more than 15 years of national grassroots advocacy experience and has a background in science, international affairs, defense and security. Gordon has managed national grassroots organizing and public affairs campaigns over the past seven years and previously spent 10 years working for the Hong Kong Economic and Trade Office in Washington.

Senior advisor Juan Carlos Iturregui specializes in business, regulatory and public policy issues affecting the Americas. He works closely with business executives and decision makers on Capitol Hill and in the executive branch, as well as in various Latin American and Caribbean countries, to promote investment, strategic alliances and public-private sector partnerships. An attorney with two decades of Washington and international experience, Iturregui also is a member of the President's Export Council, the government’s principal advisory committee on international trade. He recently co-chaired the first Inter-American Biofuels Congress and last year was recognized by the Hispanic Bar Association of the District of Columbia as a "Rising Star.”

Managing director Erin Book comes to Sonnenschein from the lobbying firm of Williams & Jensen. Her work focus includes appropriations, education, energy, financial services, health care, homeland security and tax issues. She specializes in the areas of federal legislative, regulatory, and public policy advocacy; organizing and managing coalitions; and coordinating communications with policy makers and grassroots contacts.

Perrus Elected President of NAPSAC Action Board
Julie Perrus, government relations and land use attorney, was elected to serve as president of the board of directors for the newly re-formed National Association to Prevent Sexual Abuse of Children (NAPSAC) Action. NAPSAC Action is the public policy and political advocacy branch of the organization.

NAPSAC works to support survivors of sexual abuse; change the structure and culture of abuse in families, organizations, institutions and society at large and pursue justice, institutional change and other means to hold perpetrators responsible and their organizations accountable.

Holme Roberts & Owen Assembles All-Star Antitrust Team
Holme Roberts & Owen LLP (HRO) is pleased to announce that Jesse W. Markham, Jr., formerly the chair of Morrison & Foerster Antitrust and Competition Group, has joined the firm’s San Francisco office as a partner, and he will co-chair HRO’s Antitrust Team. The move represents yet another accomplishment as HRO works to position its antitrust group as one of the strongest in the nation. HRO continues to gain momentum in its efforts to recruit top legal talent. With antitrust litigation expertise in San Francisco (Richard Mooney, Robert Stolebarger, Meryl Macklin, Adam Brezine, in addition to Jesse Markham); Denver (Bobbee Musgrave; Larry Theis; Martin Litt; Michael Hofmann; Tracy Ashmore; Steve Perfrement); Salt Lake (Jay Gurmankin and George Haley); and Colorado Springs (Matthew Barnett), HRO is well placed to handle antitrust litigation throughout the West.

Mr. Markham’s practice will complement a growing team of prominent antitrust attorneys whom the firm has acquired in the last three years. In September of 2006, HRO combined with the preeminent Denver trial firm of Musgrave & Theis. A former boutique law firm, Musgrave & Theis LLP focused on complex corporate litigation involving antitrust, trade secrets, copyright, telecommunications, employment, professional malpractice, shareholder disputes and contract matters. The firm’s partnership consisted of Larry Theis, Bobbee Musgrave, Steve Perfrement, Tracy Ashmore, and Paul Lopach, and four associate attorneys. Richard Mooney joined HRO in 2004 from Latham & Watkins. He has 12 years of experience litigating and arbitrating complex domestic and international business disputes, with an emphasis on antitrust and intellectual property issues and federal appellate practice. Meryl Macklin, who also joined the firm in 2004, was a partner at Cohen & Grigsby in Pittsburgh and at Heller Ehrman White and McAuliffe in Los Angeles. Her cases have included antitrust, securities, intellectual property, and other major contract and tort disputes nationwide.

Jesse Markham is a recognized authority on antitrust law. His practice includes complex antitrust litigation and counseling with an emphasis on class action defense and antitrust agency practice, including mergers and acquisitions and criminal defense. He has represented clients before enforcement agencies on civil and criminal investigations and proceedings. On the international front, he participated in the effort to establish antitrust enforcement mechanisms for Russia and the Ukraine and has represented clients in international criminal cartel investigations.

Bob Stolebarger, Managing Partner of HRO’s San Francisco office, eagerly anticipates Mr. Markham’s arrival. “Jesse’s experience and well-deserved national reputation in antitrust law is a huge plus for the firm’s Antitrust and Competition Group, as well as the San Francisco office. Mr. Markham served as Deputy Attorney General (antitrust) for California and Massachusetts. He also is on the faculties of the intensive Advocacy Training Institutes at USF and at Stanford Law School. He has published many articles and co-authored two books on antitrust law. Mr. Markham is listed in Chambers USA Leading Antitrust Lawyers (2003-2006), The Best Lawyers in America (2006) as a leader in the field of Antitrust law, California Super Lawyers (2004-2007), and Marquis Who’s Who in American Law (2006-2007). In addition, he was also named to US Lawyer’s 2006 Top Ten Lawyers for Antitrust law.

Mr. Markham received his J.D. from Vanderbilt University School of Law, an M.A. from the University of Massachusetts, and a B.A. from Harvard University.

Hall Estill and Attorneys Given Top Ranking By Chambers USA
The law firm of Hall, Estill, Hardwick, Gable, Golden & Nelson, P.C. has been given top rankings for 2007 by Chambers USA, a leading national and international law firm and attorney ranking guide. The publication provides independently researched, unsolicited rankings for law firms in categories called bands with rankings from one, the best, to three. Hall Estill was ranked in Band 1 in Labor & Employment Law in Oklahoma and in Band 2 in Energy & Natural Resources Law in Oklahoma. Attorneys are also ranked in the bands, but have the added designation of “leading individual,” which is the highest category for an attorney.

Ranked as a “leading individual” in Labor & Employment in Oklahoma is J. Patrick Cremin. In addition to the ranking by Chambers USA, Cremin has had an individual AV rating in Martindale-Hubble for more than 20 years, is a Fellow of the American College of Trial Lawyers and is a life member in the National Registry for Who’s Who in American Law. He joined Hall Estill in 1974 after graduating from The University of Tulsa College of Law.

James C.T. Hardwick was ranked in Band 1 in Energy & Natural Resources in Oklahoma. Also individually AV-rated through Martindale-Hubbell, Mr. Hardwick was selected a Best Lawyer in America and recognized as a Top 50 Oklahoma Super Lawyer. He has been with Hall Estill since 1967.

J. Kevin Hayes was ranked in Band 2 in Energy & Natural Resources in Oklahoma. He joined Hall Estill in 1975 after graduation from The University of Tulsa College of Law. He is also an individual AV-rated attorney through Martindale-Hubbell, was listed as a Best Lawyer in America and a Super Lawyer for 2006.
