Cason Carter chosen as one of Tulsa’s New Movers and Shapers
In the July issue of Tulsa People magazine, Cason Carter was cited as one of the under 40 Movers and Shapers of Tulsa. The article recognizes 40 very different individuals -- “from teachers to community volunteers to politicians to entrepreneurs” who are contributing in a big way – making Tulsa a better place to live.

Regarding his April 2006 election to the Tulsa City Council, Mr. Carter is quoted in the article: “By serving on the City Council, I am working to make our local government more efficient, increase funding for necessary infrastructure improvements, decrease crime within our community and support initiatives to grow our local economy.”

Mr. Carter received his undergraduate degree in Public Policy and Economics from Duke University in 2004 and his juris doctorate from Georgetown University Law Center in 2003. Mr. Carter’s area of practice is Business Litigation.

Mr. Carter is active in several civic organizations and most recently has provided fundraising and other support for several local and national organizations including the Scott Carter Foundation, Big Brothers and Big Sisters of Green Country and the Committee of 100.

Briggs' Diane Bratvold Presents on Appeals 101 at MSBA Convention
Diane B. Bratvold, a shareholder in the firm of Briggs and Morgan, Professional Association, will present at the Minnesota State Bar Association’s 2007 Convention, “Capital Good Times: Celebrating the Law.”

Bratvold is one of three speakers for “Appeals 101,” which will address the basics of the appellate process in family law and juvenile matters, protecting the right to appeal, and devising successful strategies for ensuring the Minnesota Supreme Court will grant a petition for review.

Onyx Pharmaceuticals Common Stock Offering
Davis Polk & Wardwell advised Morgan Stanley & Co. Incorporated and Merrill Lynch, Pierce, Fenner & Smith Incorporated as joint bookrunners of a $184.8 million SEC-registered follow-on offering of 6,600,000 shares of common stock of Onyx Pharmaceuticals, Inc.

Based in Emeryville, California, Onyx Pharmaceuticals, Inc. is a biopharmaceutical company dedicated to developing innovative therapeutics that target the molecular mechanisms that cause cancer. With its collaborator, Bayer HealthCare Pharmaceuticals, Onyx is commercializing Nexavar (sorafenib) for the treatment of patients with kidney cancer and has submitted a Supplemental New Drug Application to the U.S. Food and Drug Administration for the treatment of patients with liver cancer.

The Davis Polk corporate team included partner Bruce K. Dallas, associates Sarah K. Solum and Lee B. Shepard, summer associate Jesse Dyer and legal assistant Don Snyder, all of the Menlo Park office. Partner Rachel D. Kleinberg of the Menlo Park office provided tax advice. Partner Nora M. Jordan and associate Rachel J. Strum, both of the New York office, provided 1940 Act advice.

Jared M. Rusman to Join Weil, Gotshal & Manges LLP’s Tax Department in Dallas
Weil, Gotshal & Manges LLP announced today that nationally-recognized tax attorney Jared M. Rusman will join the firm’s Tax Department as a partner in the Dallas office. Mr. Rusman is joining the firm from the New York office of Wachtell, Lipton, Rosen & Katz.

Mr. Rusman’s practice is devoted to all aspects of corporate and partnership tax matters, with particular emphasis on the tax aspects of private and public, domestic and cross-border mergers, acquisitions, joint ventures, divestitures, spin-offs and split-offs. He has been with Wachtell, Lipton since 1997, where he became partner in 2002. Prior to that, he worked at Sullivan & Cromwell in the tax practice. In 1993, Mr. Rusman worked at the Dallas office of Weil, Gotshal as a summer associate.

Martin D. Pollack, co-chair of Weil Gotshal’s global Tax practice, commented, “Jared brings a depth of expertise to our tax practice, both globally and within the Dallas office. He is a skilled attorney and will be a wonderful addition to our group. Jared’s experience will make him a key part of our tax practice as it continues to expand.”

Glenn D. West, Managing Partner of the Dallas office and Co-Head of the firm’s US Private Equity group, added, “ Jared will be a great asset to our Private Equity Group firm-wide. Weil Gotshal Fights to Protect the Rights of Children
Weil, Gotshal & Manges LLP joined forces with The Child Advocate of Rhode Island and the national child advocacy group, Children's Rights, in commencing a class action in federal court seeking to bring reforms to the Rhode Island child welfare system and provide better protection for the rights of the approximately 3,000 children living in state custody. The suit, Sam and Tony M. v. Carcieri, cites extensive evidence that Rhode Island has consistently fallen short of its obligations and caused harm to abused and neglected children in its custody. The plaintiffs are seeking declaratory and injunctive relief to compel defendants—the Governor of the State of Rhode Island; Jane A. Hayward, Secretary of the Executive Office of Health and Human Services; and Patricia Martinez, Director of the Department of Children, Youth and Families—to reform the state’s dysfunctional child welfare system and to bring it into conformance with constitutional and legal norms.

71 McGuireWoods Lawyers Named “Virginia Super Lawyers”
Seventy one McGuireWoods’ lawyers have been named “Virginia Super Lawyers” in a recent study by Law & Politics magazine. The findings are published in a special July 2007 edition of Virginia Super Lawyers magazine and also will appear in the July issue of Richmond Magazine.

As part of the selection process, Law & Politics magazine conducts a regional survey of lawyers who have been in practice for at least five years, asking them to nominate the best attorneys they’ve personally observed in action. The top nominees are asked to serve on a panel to evaluate candidates in their practice area. This year, more than 19,000 ballots were mailed to active lawyers in Virginia.

In addition, a Law & Politics’ attorney-led research department reviews the nominees’ credentials based on criteria such as peer recognition and professional achievement. To ensure a diverse and well-balanced list, the research staff considers factors such as firm size, practice area and geographic location.
