Eduardo Roy joins DLA Piper’s Litigation Practice Group in San Francisco
DLA Piper US LLP announced today that Eduardo G. Roy has joined the firm’s Litigation practice group as a partner in the San Francisco office. He comes to DLA Piper from Squire, Sanders & Dempsey L.L.P.

Mr. Roy focuses his practice on complex and class action litigation in areas including intellectual property, commercial disputes, white collar, securities, criminal antitrust and employment. He has successfully tried to verdict jury trials in the areas of trademark infringement, international financial transactions, bank fraud, improper lobbying activities, government contracts and securities fraud. He has also successfully argued numerous cases before the Ninth Circuit Court of Appeals.

“Eduardo Roy brings great depth and experience to our strong Northern California Litigation group, particularly given his local and national contacts throughout the industry,” said Robert J. Mathias, joint global leader and U.S. chair of the firm’s Litigation practice.

Before joining Squire Sanders, Mr. Roy was trial counsel in the Office of Independent Counsel. While there, he successfully convicted the senior vice president of an agricultural cooperative of giving gratuities to Mike Espy, the former secretary of agriculture. Mr. Roy is a former assistant U.S. attorney in the Northern District of California, where he conducted numerous grand jury investigations, international financial investigations and complex white-collar trials and appeals. He is also a former deputy attorney general for the State of California.

A former faculty member of the National Institute for Trial Advocacy, Mr. Roy’s teaching experience includes presenting courses in grand jury investigations at the U.S. Department of Justice Drug Enforcement Administration, complex litigation for the National Black Prosecutors’ Association, trial advocacy at Stanford Law School and appellate advocacy at Boalt Law School. He also serves on a pro bono basis as general counsel of the National Latino Peace Officers Association.

In 2005, the San Francisco Hispanic Chamber of Commerce named Mr. Roy one of the 25 most influential Hispanics in the Bay Area, and he was also included on Law & Politics magazine’s Northern California Super Lawyers lists in 2004 and 2006. Mr. Roy received a B.A. from Amherst College and a J.D. from Vanderbilt University.

Jones Day Welcomes Dallas Litigation Partner Weston Loegering
Litigator Weston C. Loegering has joined the Dallas office of international law firm Jones Day as a partner.

Formerly a partner with Hughes & Luce, Mr. Loegering has a diverse practice representing clients in complex federal and state civil and criminal litigation, including those involving agencies such as the Securities and Exchange Commission, the Internal Revenue Service and the Centers for Medicare and Medicaid Services (CMS). His typical cases have involved white collar crime defense and government investigations; SEC investigations and securities litigation; and class actions.

A graduate of Georgetown University (J.D., 1981; Articles and Notes Editor, American Criminal Law Review) and Harvard University (A.B., magna cum laude, 1977), Mr. Loegering is admitted to practice in Texas and Minnesota, in the U.S. District Court, Northern, Eastern, Southern, and Western Districts of Texas and the U.S. Court of Appeals, Fifth Circuit, and in the U.S. Tax Court and U.S. Supreme Court.

Holland & Knight Significantly Expands Its Tallahassee Office and Florida Government Advocacy Practice
Holland & Knight LLP is pleased to announce the addition of three lawyers in the Tallahassee office. The firm's Florida Government Advocacy Practice is significantly expanded with the additions of Frederick R. Dudley and Mia L. McKown. In addition, Gigi Rollini joins the firm's Litigation Section.

Dudley, who is Board Certified in Construction Law by the Florida Bar, focuses his practice in the areas of construction law, administrative law, and legislative and governmental affairs. He brings to the firm more than 20 years experience in local and state political positions, including 12 years as a member of the Florida Senate (1986 – 1998) and four years as a member of the Florida House of Representatives (1982 – 1986). He received his B.S. from the University of South Florida and his J.D. from Stetson University School of Law. Prior to joining the firm, he was with Akerman Senterfitt in Tallahassee.

McKown practices in the areas of administrative law and legislative and governmental affairs. She has more than 16 years experience in the agribusiness, banking and insurance industries, including serving as General Counsel for the Florida Department of Citrus from 2000 – 2002. She received her B.S. from the University of Florida and her J.D. from Stetson University School of Law. Prior to joining the firm, she was with Akerman Senterfitt in Tallahassee.

Rollini joins the firm's Litigation Section as an associate. She practices administrative law as well as utility regulation and appellate law. Prior to joining Holland & Knight, Rollini was a senior law clerk to the Honorable Robert T. Benton II at the First District Court of Appeal. She received her B.A. from Florida State University and her J.D. from Florida State University College of Law.

Former PCAOB General Counsel Joins Gibson Dunn in D.C.
Gibson, Dunn & Crutcher LLP is pleased to announce Lewis H. Ferguson has joined the firm's D.C. office as partner. Ferguson was previously the first General Counsel of the Public Company Accounting Oversight Board (PCAOB), a not-for-profit corporation chartered by the U.S. Congress as part of the Sarbanes-Oxley Act of 2002 to oversee auditors of U.S. public companies.

"We are pleased to have someone of Lew's stature join the firm," said Ken Doran, Managing Partner of Gibson Dunn. "Lew is a seasoned, highly regarded lawyer. About Lewis H. Ferguson

As General Counsel of PCAOB since January 2004, Ferguson was in charge of all legal affairs, including the development of the PCAOB's rules and procedures governing registration, inspection, and investigation of registered accounting firms. He also oversaw the litigation against the PCAOB challenging the constitutionality of the Sarbanes-Oxley Act. In his role as general counsel, Ferguson led a team of 12 professionals, who advise on all aspects of PCAOB operations and dealt frequently with other regulators, such as the SEC, banking regulators, state accounting regulators and the financial regulatory authorities of other countries.

Prior to his three-year stint at the PCAOB, Ferguson was a partner with Williams & Connolly LLP and served as Director, Senior Vice President and General Counsel to Wright Medical Technology, a mid-size medical device company.

Ferguson clerked for Judge Frank Murray, of the U.S. District Court, District of Massachusetts from 1971 to 1972. He has also served as adjunct professor for Georgetown University Law Center for tax and business planning. He is currently a member of the Board of Directors for Impulse Monitoring, Inc. and Cogent Communications, Inc.

He received his law degree from Harvard Law School in 1971, where he was a member of the Board of Editors of the Harvard Law Review. He attended King's College, Cambridge University on a fellowship and received his undergraduate degree from Yale College.

Sequa Corporation Majority Shareholders In Definitive Merger Agreement With The Carlyle Group
Debevoise & Plimpton LLP is advising the executors of the estate of Norman E. Alexander and certain entities owned or controlled by them, owners of approximately 54% of the voting power of the Sequa Corporation ("Sequa"), in the execution of a definitive merger agreement pursuant to which The Carlyle Group will acquire Sequa in a transaction valued at approximately $2.7 billion. Debevoise is acting as co-counsel with the Alexander family's regular outside counsel, Hartman & Craven LLP. The merger is subject to the approval of Sequa stockholders and customary closing conditions and regulatory approvals.

Noëlle Lenoir Delivers Report on European Company Statute to French Minister of Justice
Noëlle Lenoir, of counsel in Debevoise’s Paris office, delivered her report evaluating the European Company Statute, which regulates the “Societas Europaea” or “SE,” to French Minister of Justice Pascal Clément. In September 2006, the minister of justice appointed Noëlle to prepare the report, which considers possibilities of improving the SE. The European Union plans to revise the statute in 2009, immediately after the French presidency of the European Union planned for the second half of 2008.

In 2001, the European Union created the legal form of the European Company (or SE)—following 30 years of intense discussions on this subject among European nations. This legislation has been integrated into the national laws of the member states of the European Union, as well as the three countries constituting the European Economic Area (i.e., Norway, Iceland and Liechtenstein). The SE was established with similar policy considerations that supported creation of the Euro; it was a vehicle to help preserve European countries’ industrial and financial strength, while assuring economic and political independence. The SE allows companies to simplify their structures and to improve management to strengthen their effectiveness in the European market. SEs are so far the only limited companies in Europe that can engage in cross-border mergers.

As of March 1, 2007, more than 70 registered SEs were recorded, but more companies are in the process of becoming SEs including the French reinsurance group, SCOR, the German chemistry specialist, BASF, and the Nordicbank, Nordea. As another example of a wellknown company making the transition to this status, German insurance corporation Allianz became an SE in October 2006. Porsche is in the process.

Troutman Sanders' Attorneys in Top Five Percent
Troutman Sanders LLP is pleased to announce that 46 of its lawyers have been selected for inclusion in the 2007 edition of Law & Politics’ Virginia Super Lawyers.

For inclusion and distinction as a “Super Lawyer,” attorneys are selected by their peers based on an extensive balloting, research and blue-ribbon review process. This year, Law & Politics sent out approximately 19,000 ballots to active Virginia lawyers and asked them to nominate attorneys whom they have personally observed in litigation, transactional or other legal matters. The voting attorneys were asked not to choose a candidate based on reputation alone, but on certain criteria, such as peer recognition, professional achievement, civic service and pro bono activities.

James C. Roberts was not only selected by his peers as a Super Lawyer, but also received the “Top Point Getter” position of all selected attorneys, as well as ranked among the top 10 and top 50 attorneys in the state. F. Claiborne Johnston, Jr. joined Roberts in the top 10 and top 50 rankings, as did David E. Constine and John H. OBrion in the top 50 ranks.

Nancy N. Rogers and Jane L. Schwarzschild were not only honored by their peers as Super Lawyers, but also were ranked as two of the top 25 female lawyers in the state.

Additionally, Susan C. Armstrong’s practice and role as president of the National Association of Railroad Trial Counsel was profiled in the magazine, as were William H. Hurd’s and Anthony F. Troy’s involvement in arguing cases before the U.S. Supreme Court.
