Governor Sonny Perdue Appoints McKenna Long & Aldridge As Special Attorneys
Governor Sonny Perdue appointed litigation partners J. Randolph Evans and Stefan Passantino as Special Attorneys General to represent Georgia’s Office of Consumer Affairs (OCA) in connection with the prosecution of an action for alleged violations of Georgia's Fair Business Practices Act against Bill Heard Enterprises, Inc. and to litigate the State's compliance with Georgia’s Open Records Act. A key component of the Fair Business Practices Act is the protection of Georgia consumers from false and deceptive advertising.

The legal action filed by Evans and Passantino on behalf of the OCA alleges that Bill Heard created an unauthorized mailing to potential customers in Georgia and elsewhere that was designed to resemble a recall notification sent by General Motors (GM).

“This case is simply reinforcing Georgia’s Fair Business Act which prohibits deceptive advertisements,” says Evans, chair of McKenna Long & Aldridge’s Financial Institutions Practice. “These dealings include illusory practices under both state and federal trade law.”

"I am proud that the Governor has appointed us to pursue this complex action so vital to the protection of Georgia's consumers. We plan to take that responsibility very seriously as we pursue this action," says Passantino, who heads the firm’s Political Law practice with Randy Evans.

Evans handles high profile, complex litigation matters in state and federal courts throughout the United States for some of the largest companies in the world, including ACE, Zurich and CIGNA.

Passantino also represents parties in intricate litigation matters including issues relating to insurance claims handling, bad faith, coverage, and tort liability. In addition, he also represents some of the largest global companies in multifaceted legal disputes.

William W. Bowser Honored by the National Governor’s Association for Distinguished Public Service
William W. Bowser, a partner in the Employment Section of Young Conaway Stargatt & Taylor, LLP, has been selected to receive the National Governor’s Association (NGA) Award for Distinguished Service to State Government. Mr. Bowser will be honored with the award on July 21, at the NGA Annual Meeting in Michigan.

Mr. Bowser is being recognized for his service to the State of Delaware as the Chair of the Delaware Cancer Consortium. In December of 2000, Delaware Gov. Ruth Ann Minner asked William Bowser to serve as chair of the Advisory Council on Cancer Incidence and Mortality. Since then, he has devoted thousands of hours to oversee the development and implementation of a statewide cancer plan, which has garnered national recognition, through the Delaware Cancer Consortium.

As a result, cancer mortality rates in Delaware have fallen at twice the national rate. Furthermore, his true commitment and compassion to improving the lives of each Delawarean is exemplified by his devotion of energy and resources to eliminating racial disparities in cancer treatment. According to Governor Ruth Ann Minner, who submitted Mr. Bowser for consideration, “Bill has broadened our vision; he not only allowed us to think beyond what we had thought possible, he required it.”

In addition to the NGA Distinguished Service Award, Mr. Bowser has been recognized for his work on behalf of children with cancer and their families as the recipient of the Governor's Volunteer of the Year Award in 2000, and the Roxana Arsht Beacon Award and the Helen F.
