KC Lawyer Receives Legal Leader Honor
Kansas City, MO – When you meet attorney Jennifer Gille Bacon of Shughart Thomson & Kilroy, P.C., you can’t help but immediately like her. Her buoyant enthusiasm and warm personality envelope everyone she greets. Her secretary Brenda Lee says of Jennifer, “She’s so articulate. She knows her area of law so well. She sees the whole picture.”

It’s that compassion and caring for others that crystallizes what the The Daily Record strives for in it’s Legal Leader of the Year award. Jennifer was among ten honorees the legal newspaper selected for it’s 3rd annual award. The award recognizes “ten individuals in Kansas City’s legal community for going above and beyond the call of duty in the name of justice through civic and professional accomplishments.” Others chosen included lawyers, judges and a law clerk. Members of the legal profession nominate candidates and a panel selects the final ten winners.

“It is always wonderful to be recognized by your peers. It’s not the reason you do things. But it is wonderful to feel the appreciation.” said Jennifer, a shareholder and director at Shughart Thomson & Kilroy.

Jennifer received the award October 19th at the Hyatt Regency Hotel surrounded by her husband, Bud Bacon, her co-workers and her long-time friend and fellow attorney, Marilyn Shapiro. Marilyn says the award suits Jennifer, “If there is anyone who meets the definition of legal leader, it’s Jennifer.”

Jennifer can add the Legal Leader of the Year award to her many accomplishments including past president of the Missouri Bar and member of the Board of Governors. Jennifer finds time to do civic work for organizations like the Gillis Center and the Women’s Christian Organization. She joined the firm in 1976 and became the first female partner. Jennifer is a Vice President at STK and member of the Executive Committee.

Mayer, Brown, Rowe & Maw represents the Mayor of London in High Court Appeal victory
International law firm Mayer, Brown, Rowe & Maw represented the Mayor of London, Ken Livingstone (KL), in his successful Appeal against the decision of a Case Tribunal of The Adjudication Panel for England.

Judge Mr Justice Collins held that KL was not guilty of bringing the Office of the Mayor of London into disrepute and confirmed the quashing of the Case Tribunal's decision to suspend him from office for four weeks.

The Judge held that:
1. KL was not performing his functions as Mayor when he was 'doorstepped' by an Evening Standard journalist.

2. The GLA's Code of Conduct did not apply to KL's conduct in his private life and therefore the Case Tribunal's decision that there had been a failure to comply with the Code cannot stand.

3. KL was entitled to exercise his right of freedom of speech. The Ethical Standards Officer had not shown it was necessary in a democratic society to render KL liable to sanctions for having spoken as he did.

4. The Case Tribunal had erred in failing to recognize the distinction between an individual and the office he/she holds. KL's conduct had not brought the office of Mayor into disrepute.

5. In any event, the sanction of 4 weeks suspension from office was clearly wrong even if (contrary to the Judge's finding) there had been a breach of the Code of Conduct.

6. The Ethical Standards Office (in effect, the Standards Board for England) was ordered to pay KL's costs of the Appeal.
