Tyler Cooper Attorneys Assist with Appellate Court Tour
Tyler Cooper attorney Rachel Reingold Mandel helped organize a recent visit by Connecticut Appellate Court judges to New Haven's Wilbur Cross High School. The visit, part of the Appellate Court on Tour program, took place on October 12, 2006.

The program is intended to allow students to see actual court cases being argued. During the Wilbur Cross visit, three judges of the Appellate Court heard oral arguments in appeals of two criminal cases. One case involved a murder conviction in a slaying in Bridgeport. The other case, out of Naugatuck, concerned convictions in an assault attempt. Hearing the arguments were Judge Lubbie Harper Jr., an alumnus of Wilbur Cross; Judge Douglas Lavine; and Judge Chase Rogers.

Rachel, a litigation associate in the firm's New Haven office, assisted with the program in her role with the Public Service Committee of the New Haven County Bar Association. She and other members of the committee worked with court administrators and school district officials to facilitate the educational program surrounding the court's visit. That included arranging for area attorneys to go into participating classrooms to teach the students about the appellate process and the cases being argued. Two other Tyler Cooper attorneys, partners Ben A. Solnit and Robert C. Hinton, were among those who went into classrooms to teach students before the oral arguments.

Rachel also helped put together panel discussions that took place after the oral arguments, allowing students the opportunity to ask questions of the attorneys who had argued the cases as well as experts in criminal and appellate advocacy.

A 2004 graduate of the University of Connecticut School of Law, Rachel distinguished herself in moot court competitions, including being named Best Oralist in the 2002 William H. Hastie Moot Court. She clerked for Justice Christine Vertefeuille of the Connecticut Supreme Court from 2004 to 2005.

Partner Assumes New Haven Bar Post
Tyler Cooper partner Lori B. Alexander was recently installed as President-Elect of the New Haven County Bar Association for 2006-2007. New officers were inducted at the association's annual dinner on October 5, 2006.

Lori will serve a one-year term, after which she will assume the office of President of the association for 2007-2008. She has previously held the office of Treasurer of the organization, has served as Chairperson of its Pro Bono Committee, and has been a member of the Executive Committee of the association for the past four years.

The New Haven County Bar Association is a not-for-profit professional organization of 1,300 New Haven area judges, attorneys, paralegals, law students and other legal professionals. It provides educational, social and other services to its members.

A partner in the firm's New Haven office, Lori practices in the areas of employment litigation, human resources advice and counsel, labor advice and arbitrations, and housing discrimination defense. She has extensive experience representing large and medium-sized companies throughout Connecticut.

Lori has been with Tyler Cooper since 1990. She served as Assistant Managing Partner of the firm from 2002 to 2005.

In 2002, Lori was named one of ""20 Noteworthy Women"" by the New Haven Business Times. She is also a fellow of the Connecticut Bar Foundation. Earlier in her career, Lori was an adjunct professor at the University of Connecticut School of Law.

Firm Recognized for Pro Bono Work
Lawyers for Children America has selected Tyler Cooper to receive its Joseph Goldstein Award for pro bono work with children. The award will be given at the 3rd Annual Donald J. Cohen Awards Luncheon Nov. 15 at the Hartford Marriott in Farmington.

The award recognizes the work of several attorneys at the firm who provide free legal representation to abused and neglected children. Lawyers for Children America is a non-profit group made up of attorneys and other volunteers whose goal is to protect and provide quality legal services to these children.

In the past, the Joseph Goldstein Award has been given to multiple law firms. This year, Tyler Cooper will be the sole recipient.

Among the Tyler Cooper attorneys involved in pro bono work for Lawyers for Children America is Paul R. Guggina, a litigation associate in the firm's Hartford office. According to Paul, the firm represents and appears in court on behalf of children who are in the custody of the state as they go through the foster care or adoption processes. The attorneys advocate for the children's interests, sometimes as court-appointed legal guardians.

Cases referred to Paul by Lawyers for Children America have involved children of all ages, from infants to teen-agers. The cases handled by the organization range from child abandonment or neglect to sexual, physical or emotional abuse.

A case of child abuse or neglect in Connecticut goes through many phases, generally involving the state Department of Children and Families and the court system. When pro bono legal services are needed by the child, the courts may call in Lawyers for Children America, which in turn will ask a lawyer from among its members to get involved.

While a child in such a situation will have a case worker assigned by the state, that individual may change regularly during the course of the court proceedings, according to Paul. The pro bono attorney is often the only constant adult presence for the child during an overwhelming ordeal.

Among the stressful experiences these children endure is being bounced from home to home while in foster care. ""I was representing a pair of children who were placed in seven different homes over the course of a year,"" Paul said.

A volunteer attorney may be linked with a particular child for a long period of time, as these cases often drag on for years, according to Paul. ""We are a valuable resource for these children,"" he said. The Lawyers for Children pro bono award acknowledges that fact.

Lawyers for Children America began as a pilot project in 1995 in Hartford. Since that time, it has broadened to include programs in New Haven and Fairfield County, as well as Washington, D.C. and Miami. Since 2002, the organization has leveraged more than $3 million in pro bono legal time and in-kind contributions through its network of law firms, volunteers and participating organizations.
