Bracewell & Giuliani Partner to be Nominated for Inspector General Post at U.S. Export-Import Bank
Bracewell & Giuliani LLP is pleased that President George W. Bush has announced his intention to nominate Michael W. Tankersley, a partner in Bracewell's Dallas office, to serve as the nation's first inspector general of the Export-Import Bank of the United States.

Tennessee Public Transportation Association Chooses Norris as Legislator of the Year
State Senator Mark Norris (R-Collierville) has been recognized by the Tennessee Public Transportation Association (TPTA) as their 2006 Legislator of the Year. The award was presented during the organization’s meeting in Chattanooga on November 16.

“We were pleased to honor Senator Norris for his leadership efforts supporting public transportation in all 95 Tennessee counties,” TPTA President Jimmy Smith said. “He has made public transportation a priority and understands the issues and opportunities facing this resource.”

TPTA’s mission is the advancement and expansion of public transportation services across Tennessee. Currently, it consists of 28 member organizations who, combined, carry 31,000,000 passengers each year. They operate 1,700 vehicles through the state and employ 2,500 people.

Norris thanked the Association and said he accepted the recognition "on behalf of all public servants who appreciate what public transit means to our state and the entire nation." Norris is the second state legislator to receive the award. Representative Bill Harmon (D-Dunlap) received the award in 2005.

"The Tennessee Public Transportation Association plays a key role in both effectively managing and advocating for public transportation," Norris said. "Their input and innovation is essential in providing access to jobs and relieving congestion."

Norris, Chairman of the Senate Transportation and Safety Committee, led efforts to restore transportation funding slated for cuts by the State earlier this year. He also chairs the Economic Development, Transportation and Cultural Affairs Committee of the 16-state Southern Legislative Conference.The day before receiving the award, Norris addressed the National Surface Transportation Policy and Revenue Study Commission in Memphis. He specifically addressed the need to improve mass transit and promote alternative energy.

Norris represents the West Tennessee counties of Shelby, Tipton, Lauderdale and Dyer in the Tennessee Senate, and is an attorney practicing in the Memphis and Nashville offices of Adams and Reese, a multidisciplinary firm with more than 300 lawyers in ten offices and five states across the South Central United States and Washington, D.C. He is a 1980 graduate of the University of Denver College of Law, and is a member of several organizations including the Tennessee Defense Lawyers Association and Transportation Lawyers Association.

White & Case Named Client Service Firm of the Year
White & Case was named Client Service Firm of the Year at the 2006 Chambers Global Awards in London. The Client Service award was introduced this year at the request of clients who felt that the emphasis on legal ability should be balanced by recognition of client service.

The awards are based on research carried out over a 12-month period by Chambers, which spoke to clients in 177 countries and reflected particular market feedback.

"We're grateful to Chambers for this honor, but doubly so to our clients who have recognized us," commented White & Case Managing Partner Duane Wall. "This award for top client service really captures what White & Case is all about."

Chambers described the Client Service Firm of the Year as:

"The firm that immediately comes to mind as the one they like to work with, the one that springs to their lips when you ask: 'Which is your favorite law firm?'"

Judges from Commerzbank, ABN AMRO, UBS and easyJet determined this firm to be White & Case, for providing "the kind of service that clients require: no frills, no fuss, no clamor for recognition, just dedication to their clients."

In addition to winning the Client Service award, White & Case was runner up in the following categories: Latin American Law Firm of the Year, Eastern European Law Firm of the Year, and Global Projects/Energy Law Firm of the Year.

Kazakh Bank Offering on LSE Raises $845 Million
White & Case acted for JSC Kazkommertsbank ("KKB") in its global offering of Global Depositary Receipts (GDRs) to institutional investors on the London Stock Exchange (LSE). The offering raised $845 million and is the first significant international equity offering by a bank from a former Soviet Union state. JP Morgan and UBS Investment Bank underwrote the offer, and acted as Joint Global Coordinators.

The offering involved the sale of shares in KKB by JSC Central Asian Investment Company ("CAIC"), Mr. Nurzhan Subkhanberdin and the European Bank for Reconstruction and Development; CAIC and Mr. Subkhanberdin are reinvesting their proceeds of the sale through an investment in new shares being offered to pre-IPO investors. KKB's GDRs have been listed in London for over seven years, which makes it one of the earliest overseas listings by any company from the former Soviet Union. White & Case handled that listing as well; the Firm has been working with clients in this region since 1992. The LSE now has approximately 14 listings by companies from former Soviet Union states.

"We have seen a strong investor demand for securities from the oil economies of the former Soviet Union. So far this year, trading in GDRs issued by Russian companies alone on the LSE has reached $164.2 billion, a 200 percent increase on the value traded during the same period last year," commented Francis Fitzherbert-Brockholes, lead White & Case partner advising on the deal. "Kazakhstan has substantial natural resources, a fast-growing economy and a robust financial system, which makes Kazakhstan's banks an attractive option for international investors."

White & Case has recently advised on a number of deals, including several firsts, in Kazakhstan. Last month the Firm represented Morgan Stanley as Sole Lead Manager in the first Kazakhstan Tenge denominated Eurobond to be issued on the international capital markets, as well as advising JSC KazMunaiGas Exploration Production, a subsidiary of NC KazMunaiGas, the Kazakh state oil and gas company, on its IPO, which raised $2.03 billion. It was the largest IPO in Kazakhstan's history at almost twice the size of the previous largest deal, the $1.16 billion flotation of the copper company Kazakhmys.

The White & Case team advising KKB was led by partner Francis Fitzherbert-Brockholes, working closely with associate John Munnis in London and partner Yuriy Maltsev and associate Maxim Grekov in Almaty.

Gary DiBianco Speaks at E-Discovery Seminar
Washington, D.C. litigation partner Gary DiBianco was among the speakers at the Georgetown CLE seminar "The Third Annual Advanced E-Discovery Institute: A Practical Guide to Implementation of the New Federal Rules." The seminar was held November 16-17 at the Georgetown University Law Center in Washington, D.C. Mr. DiBianco served on a panel discussing "E-Discovery in the Criminal Context," which focused on government expectations of preservation and collection in criminal investigations, preserving the chain of custody and authenticity, forensic collection and analysis and the special issues in collecting information as part of an international investigation.

Skadden Lawyers Participate in PLI 'Tax Strategies' Program
Chicago tax partner Louis Freeman served as chairman for the 2006 Practising Law Institute program "Tax Strategies for Corporate Acquisitions, Dispositions, Spin-Offs, Joint Ventures, Financings, Reorganizations and Restructurings." The program was held in New York City on September 13-15; in Beverly Hills, California, on November 1-3; and in Chicago on November 15-17. The program examined the effects of recent tax legislation on tax strategies, the latest developments in tax reorganizations, spin-offs, interesting transactions of the past year, international M&A and ethical issues raised by recent tax shelter regulations, among other topics. Skadden partners Jody Brewster, Kenneth Gideon, Michael Lawson, Paul Oosterhuis and Matt Rosen spoke at one or more of the programs.

Sheppard Mullin Santa Barbara Moves To New Location
As of Nov. 20, the Santa Barbara office of Sheppard, Mullin, Richter & Hampton LLP will be at a new location (1111 Chapala Street, Third Floor, Santa Barbara, CA 93101), which will enhance the firm's ability to serve client needs.

"We have a strong presence in Santa Barbara, and our new location is a fantastic space that will allow us to grow and add attorneys. This move demonstrates the firm's long-term commitment to Santa Barbara and the business community of the region," said Jeffrey A. Dinkin, managing partner of the Santa Barbara office, who specializes in employer-side employment law.

The Santa Barbara office offers clients legal services in the areas of corporate and employment law. Corporate attorneys in the office have recently handled several high-profile transactions including representing Boeing in its $1.7 billion acquisition of Aviall, representing Jamdat Mobile in its $680 million acquisition by Electronic Arts, representing Mammoth Mountain Ski Area in its $365 million acquisition by Starwood Capital Group Global, and representing Fastclick in its $78 million IPO.

C. Thomas Hopkins, a Santa Barbara corporate partner and head of the firm's Mergers & Acquisitions team, stated, "As a national full service law firm with expertise in areas as diverse as Antitrust, Intellectual Property, Entertainment & Media, and Government Contracts, we are able to draw upon hundreds of colleagues in our eight other offices to provide a wide array of legal services not usually accessible to clients located in the Santa Barbara and Ventura area."

His legal experience includes employee-employer contract disputes and employment discrimination claims filed under federal and state law, as well as a variety of commercial and health care related business litigation. Bustany is a graduate of the UCLA School of Law (J.D., 2001) and the University of Michigan (A.B., 1995).

Additionally, corporate attorney Scott R. Lindley recently relocated to Santa Barbara from the firm's Century City office. His practice focuses upon transactional entertainment, media and intellectual property matters, including the representation of major motion picture studios, television networks and production companies in public and private mergers and stock and asset purchase and sale transactions.
