Medicare Compliance Consultant Joins Nelson Mullins
An experienced representative of the Medicare Program's Region IV Office in Atlanta has joined the Nelson Mullins Riley & Scarborough Health Care Team to assist health care clients with Medicare compliance matters.

Ann M. Pfeiffer will be available to work with health care provider clients in a variety of regulatory compliance areas, with an initial emphasis on Emergency Medical Treatment and Labor Act (EMTALA) issues. Before joining Nelson Mullins, Ms. Pfeiffer was with the Centers for Medicare and Medicaid Services (CMS) and was responsible for the investigation and enforcement of EMTALA cases throughout the Southeast. Ms. Pfeiffer also worked at CMS on a broad range of survey certification and enforcement issues including long term care and Community Mental Health Clinics.

"Nelson Mullins is pleased to have someone with Ms. Pfeiffer's diverse abilities join the Firm," said Noah Huffstetler, the Raleigh managing partner who leads the Health Care Practice Area. "Ms. Pfeiffer brings our clients a blending of her skills as a nurse, her understanding of Medicare regulations, the enforcement process, and her familiarity with the internal management of the CMS Region IV office in Atlanta."

As the key CMS EMTALA liaison for the Southeast region of the country, Ms. Pfeiffer provided authoritative, professional, technical, and clinical expertise as a nurse consultant in the review and assessment of the quality of health care provided in federally certified facilities. She determined all compliance and oversaw EMTALA enforcement actions for eight Southeastern states, including Georgia, South Carolina, and North Carolina. She also conducted initial site visits for the Community Mental Health Clinics Program and comparative surveys at long term care nursing facilities.

Ms. Pfeiffer received her bachelor's degree in psychology, cum laude, from Boston College in 1991 and an Associate in Applied Science, Nursing, magna cum laude, from Maria College in 1996. She earned a master's in nursing from Georgia State University in Atlanta.

Schwarzenegger Deputy Joins McKenna's Sacramento Office
The Sacramento office of McKenna Long & Aldridge is so new that on a recent afternoon, the receptionist at McKenna's San Francisco office didn't know its phone number.

But in recruiting Richard Costigan III, the former deputy chief of staff and legislative affairs secretary for Gov. Arnold Schwarzenegger, the firm's newest outpost has already snagged a high-profile hire. Costigan will start Dec. 1.

The Atlanta-based firm, which boasts 400 lawyers and public policy advisers in nine U.S. offices and one in Brussels, has been eyeing the Sacramento market for awhile. And on Nov. 1, it opened the office with Jeffrey Miller, the former senior vice president of government and industry affairs for ACC Capital Holdings Corporation and Katherine Bell.

Bell, Costigan and Miller are not admitted to the California bar.

Instead, the Sacramento office will focus on government affairs activities, Eric Tannenblatt, head of the firm's national government affairs practice, said.

That doesn't just mean lobbying, according to Tannenblatt.

"Lobbying is a tactic," Tannenblatt said.

The office, and particularly Costigan and Miller, will also provide strategic advice to companies concerned about its dealings with the government.

"It's essentially teaching them how to be a good advocate for themselves," Miller said.

"Say somebody wants to build zippers; they don't know if they can build that legally in Yucaipa or Sacramento," Miller said. "We help them navigate their way through the complexity of current government."

Tannenblatt met Costigan 10 years ago at the Republican National Convention in San Diego. They've kept in touch since.

And Tannenblatt would drop a hint about the future from time to time, saying things like, "If and when you decide it's time to leave, I'd appreciate it if you'd let me know, because I'd like to see if there are some opportunities where we can work together."

Eventually, all those hints took effect when Costigan was ready for a job that allowed him more time with his family.

Mayer, Brown, Rowe & Maw advises Rutley European Property Limited on stock exchange listing
International law firm Mayer, Brown, Rowe & Maw LLP's London Corporate and Real Estate Groups are advising European property fund Rutley European Property Limited (REPL) on its listing on the London Stock Exchange and the Channel Islands Stock Exchange.

This initial introduction will list 114,022,500 shares at 63.31 pence per share, resulting in a market capitalisation of approximately £72.2 million. The listing was formally announced on 22 November 2006, and trading commenced on 27 November.

Additionally the fund is making a placing and open offer which, if successful, will list on the same stock exchanges, raising up to £200 million at 100 pence per share. This fundraising is anticipated to close in December with listing of the additional shares anticipated to occur on 14 December.

The fund was launched by Rutley Capital Partners LLP, the property investment company owned by global property consultancy Knight Frank LLP.

REPL, a Guernsey-based company, plans to invest in properties in the company's target commercial property markets, including Germany, Poland, the Czech Republic, Hungary, Belgium, Switzerland and the Netherlands.

The Mayer, Brown, Rowe & Maw LLP team advising REPL is led by corporate partner Andrew Copley and real estate funds partner Melville Rodrigues supported by corporate assistants Lauri-Lynn Pursall, Aisling McKeown and Colette Kerrigan.

Ozannes advised REPL in relation to Guernsey law. Cenkos Securities plc acted as sponsor and joint placement agent, together with Knight Frank Corporate Finance Limited.

Governor Daniels’ Deputy Legislative Director Joins Krieg DeVault
The law firm of Krieg DeVault LLP is pleased to announce that the Governor’s current Deputy Legislative Director/Policy Director, Shannon Keily, will join the firm as a Governmental Affairs Consultant.

Ms. Keily will join the Indianapolis office of Krieg DeVault on Monday, December 11, 2006. Ms. Kiely will be a member of the firm's Governmental Affairs Practice Group and will initially assist the firm's clients on state legislative matters.

Frank J. Vecchione, a Director of Gibbons, was awarded the Christopher Columbus Italian Heritage Award by The Italian Tribune.
