William Kennedy appointed chair of the Massachusetts Board of Bar Examiners
William F. Kennedy, chair of the firm’s Public Policy practice, has been appointed chair of the Massachusetts Board of Bar Examiners for the Supreme Judicial Court. The Board consists of five members appointed by the court, each serving a five year term. Board members make the rules of examination for admission to the Massachusetts bar, as well as prepare and grade the bar examinations.

Dechert's City Arm Hires Lawrence Graham Partner
Dechert has hired Lawrence Graham partner Kathleen O'Donnell for its London finance and real estate department. O'Donnell, who will join the firm on December 4, specializes in real estate finance. Ciaran Carvalho, head of Dechert's London finance and real estate group, said, "[Kathleen] adds to our strength servicing clients she already knows well. Her extensive real estate and mortgage finance experience is important for the continued growth of our European practice.

Paul M. Kaplan Joins Bryan Cave in New York
Paul M. Kaplan has joined the international law firm Bryan Cave LLP as a partner in its New York office. He is principally an antitrust counselor and litigator.

Kaplan represents domestic and foreign financial institutions and corporations in transactional, regulatory and litigation matters, advising them on the antitrust aspects of mergers and acquisitions. He also advises a broad range of industries on general antitrust matters. In addition, Kaplan regularly represents financial institutions facing complex regulatory or court enforcement actions.

He has practiced law for more than 25 years with major law firms and corporations in the United States and Europe. Kaplan began his legal career in London, England, where he was an associate with the largest Anglo-American law firm in London. Following a clerkship in Boston with the Hon. R. Ammi Cutter, a justice of the Massachusetts Supreme Court, Kaplan joined the legal department of AT&T, then involved in a complex business reorganization and divestiture, pursuant to a Federal Court antitrust decree. He joins Bryan Cave from the New York office of a national law firm with a diversified practice covering corporate, antitrust and technology matters, litigation and complex financial transactions.

Kaplan is an adjunct professor of law at Fordham Law School, where he has taught an advanced antitrust course since 1991. Among numerous other professional involvements, he is a member of the Clayton Act Committee, Section of Antitrust Law, American Bar Association. He has been a member of the Antitrust and Trade Regulation Committee (1995-1998) and the Banking Law Committee (1992-1995) of The Association of the Bar of the City of New York. Kaplan currently serves as a member of the Board of Directors of the America-Israel Friendship League, a 501(C)(3) not-for-profit organization dedicated to enhancing the political, social and economic ties between America and Israel. In February, he organized on behalf of the government of Israel a financial services delegation to Israel.

Kaplan received his LL.M in 1978 from the London School of Economics, University of London, his J.D. in 1977 from Northeastern University School of Law and his A.B. in 1973, cum laude with distinction, from Boston University. He is a frequent author and lecturer on antitrust issues with articles that have appeared in the New York Law Journal, The National Law Journal, The International Legal Strategy and The Antitrust Counselor.

Super Lawyers Includes 85 from Bryan Cave
Eighty-five Bryan Cave LLP attorneys from coast to coast have been named Super Lawyers in 2006. Law & Politics publishes a number of Super Lawyer lists during the year that are specific to certain areas. Each list may encompass one or more states or just one city, as with Manhattan.

Super Lawyer selection is a multistep process incorporating peer recognition and professional achievement.

“Our system of balloting, peer evaluation and internal research acts as a system of checks and balances that produces a diverse and comprehensive listing of outstanding lawyers,” the publisher states.

This year, more than 800,000 ballots soliciting possible Super Lawyers were sent out nationwide. Lawyers were asked to nominate the best attorneys they personally have observed in action. Lawyers could nominate attorneys in their own firm, but these nominations counted only if each in-firm nomination was matched by at least one out-of-firm nomination. An out-of-firm vote had substantially greater point value than an in-firm vote. Lawyers could not vote for themselves. These are the basics.

From that candidate pool, Law & Politics’ research department examined the background and experience of each nominee, searching for evidence of peer recognition and professional achievement. Likely Super Lawyers then were evaluated by a “blue ribbon” panel for their practice area. Five percent of the total lawyers in any state are named Super Lawyers each year.

St. Louis Partner Tom Walsh made the list again this year and was featured in the Missouri & Kansas Super Lawyers magazine, recently released. Walsh was interviewed on his experiences arguing before the United States Supreme Court, an honor he has had six times. His “most consequential” win, he told the publication, was the often-cited 1978 case of Coopers & Lybrand v. Livesay, which he won 9-0. Since then, orders denying class certification no longer may be appealed under the collateral order, or “death knell” doctrine.

“The Supreme Court is an experience that never grows stale,” Walsh said. “Every time you go up the steps, your pulse quickens – not just because of the pressure of the case but because of the solemnity of the occasion. The proceedings are solemn and awesome.

Jackson & Campbell Elects New Firm President & Members of Executive Committee
Jackson & Campbell, PC, a Washington law firm serving clients for more than 100 years, is pleased to announce that Richard W. Bryan has been elected President of the firm, and Donald L. Uttrich was elected to serve on the firm’s Executive Committee. Bryan will serve a three year term beginning January 1, 2007. He succeeds a prosperous three year presidency of James P. Schaller. Bryan has been with Jackson & Campbell since 1980 and currently chairs the firm’s Liability Insurance Coverage Practice Group. He concentrates his practice in the area of casualty insurance coverage, focusing on environmental and toxic coverage disputes.
Mr. Uttrich will replace Richard S. Kuhl who recently completed two successive terms. John J. Matteo also was elected to serve a second term on the firm’s Executive Committee. Uttrich is a partner in the firm’s Liability Insurance Coverage Practice Group, and Matteo is chair of the Business Law and Employment Law Practice Groups.
