Rothgerber Johnson & Lyons LLP Named One of the Top Five "Best Places to Work" for the third consecutive year by Denver Business Journal
The law firm of Rothgerber Johnson & Lyons LLP was named one of the top five of "Best Places to Work" in 2006 for medium-sized (51-150 employees) companies in the Denver Business Journal's third annual survey of area employees.

At RJ&L, team spirit is built and nurtured by a number of company events, including an annual Ski Train trip; an elaborate themed, family-focused picnic; and a holiday party where every child receives a gift shopped for and purchased by the firm's partners and associates. RJ&L's full-spectrum benefit package includes among other things parental leave, a health-club membership, and employee and family enrichment program that gives 50 percent up to $250 for concerts, massages, cooking classes or even soccer fees, as well as a 401(k) plan in which employees are immediately vested. All of this contributes to a culture of caring that helps foster a sense of family.

The winners were selected on employee measurement of 40 attributes known to drive employee engagement such as team effectiveness, trust in senior leaders, manager effectiveness, feeling valued, work engagement, and people practices. All employees of each nominated company were given an opportunity to complete a detailed survey. Each employee could complete the survey anonymously and was assured their responses would be kept confidential.

Elder and Disability Law Conference
On November 30, 2006, firm attorney Donald Freedman co-chaired and spoke at the 9th Annual Elder and Disability Law Conference, sponsored by Massachusetts Continuing Legal Education, Inc. Attorney Freedman, with Attorney Emily Starr, a principal of the Worcester law firm of Ciota, Starr & Vanderlinden, has co-chaired all nine conferences in this series, as well as other conferences annually since 1983, dealing with advanced topics and elder and disability law. The focus of the 2006 Conference was on financing long-term care services. Its title is "back to basics for experienced practitoners." It endeavored to help practioners gain a full understanding of the meaning and implications for planning of recent Medcaid amendments contained in the Deficit Reduction Act of 2005 and recently-implemented Massachusetts state regulations. Attorney Freedman, and also firm attorney Susan Levin, also were featured speakers at plenary sessions of the conference.

RatnerPrestia Associate Stanley Weinberg Becomes Of Counsel
RatnerPrestia is pleased to announce that Stanley Weinberg has become Of Counsel to the firm. Mr. Weinberg has extensive experience both in litigation and in patent prosecution. Since joining RatnerPrestia, he has been involved in all areas of intellectual property law. In the litigation area, he represents clients in patent, trademark, and copyright disputes. In his practice before the United States Patent and Trademark Office, he prepares and prosecutes patent applications in the electrical, mechanical, optics, and medical devices arts.

Mr. Weinberg received his Bachelor of Science Electrical Engineering degree from Drexel University and his Juris Doctor with honors from George Washington University. Preston Gates & Ellis LLP Names 15 New Partners
Preston Gates & Ellis LLP, one of the nation’s premier full-service law firms, announced today that it named 15 new partners in its Seattle, San Francisco, Spokane, Washington, D.C. and Beijing offices.

Theodore J. Angelis is an intellectual property litigator in the firm’s Seattle office, and focuses on cyber and technology law with additional emphasis on constitutional law, Indian law and appellate matters. He counsels clients on a range of cyber law issues, including e-mail marketing, illegal spam, spyware, digital trespass, phishing, network security, privacy for digital communications and domain cybersquatting. He has worked with federal, state and international governmental agencies in the battle against Internet misconduct.

Won-Han Cheng works in the tax, trusts and estates practice in the firm’s Seattle office. Her practice focuses on corporate tax law. Cheng received a Master of Laws for taxation from the University of Washington School of Law, as well as a juris doctor and bachelor’s degree from the University of Hawaii.

Elaine Y. Chow practices patent and trade secret litigation in the firm’s San Francisco office. She has significant experience in all aspects of litigation and case management with a focus in patents, trade secrets, copyrights and trademarks. She is admitted to practice before the U.S. Patent and Trademark Office, speaks fluent Mandarin Chinese, and holds an undergraduate degree in applied mathematics.

Laura K. Clinton maintains a general litigation practice in the firm’s Seattle office. Her experience includes significant trial court and appellate work before all levels of the state and federal courts. She represents both private clients and public entities in a variety of matters, including school law claims, health insurance regulatory disputes, Public Disclosure Act disputes, employment matters, and condemnation cases. Clinton serves on the board of directors of the Northwest Women’s Law Center and the Girl Scouts - Totem Council. She is also a 2006 graduate of Leadership Tomorrow. Clinton received her juris doctor with honors from the University of Chicago Law School and bachelor’s degree summa cum laude from the University of Oregon.

Derek D. Crick practices government contracts, construction and procurement policy law in the firm’s Seattle office. He advises and represents clients on contracts and compliance, construction law, federal grants, bid protests and dispute resolution. He also is experienced in dealing with small business programs, including disadvantaged businesses and socio-economic compliance. Crick holds a Master of Laws from George Washington University, juris doctor from Gonzaga University School of Law and bachelor’s degree from the University of Washington.

Shannan L. Frisbie practices intellectual property law in the firm’s Seattle office. Her practice focuses on drafting and negotiating development, acquisition, and licensing agreements in technology and intellectual property. She advises clients on issues related to the acquisition and use of technology, protection of intellectual property assets, and commercialization of technology.

Kristy T. Harlan practices corporate, securities and business law in the firm’s Seattle office. She counsels both public and private companies regarding mergers and acquisitions, securities offerings and general corporate matters, and advises public companies on compliance with federal securities laws. Her experience includes public and private debt and equity offerings, spin-offs, tender offers, NYSE, NASDAQ and AMEX listings and secured financing transactions, as well as a wide range of transactions in the energy industry. Harlan holds a juris doctor from the University of Houston Law Center, Master of Business Administration from the University of Houston Bauer College of Business and bachelor’s degree from Gonzaga University.

J. Michael Keyes practices intellectual property litigation in the firm’s Spokane office. He has litigated several intellectual property disputes in venues throughout the country, including federal courts in Washington, Idaho, California, Oregon, Alaska, Illinois, Tennessee and Florida. Keyes is the current chair of the Washington State Bar Association’s Intellectual Property Section and co-chair of the American Bar Association’s Copyright Litigation Committee.

G. Matthew Koehl practices in the government contracts, construction and procurement policy group in the firm’s Washington D.C. office. His practice focuses on representing companies that transact business with federal, state and local Government agencies, with a special emphasis on the Federal GSA multiple award schedule (MAS) program. He also regularly counsels companies on how properly to administer their MAS contracts and helps companies respond to pre-award and post-award audits by GSA’s Industrial Operations Analysts and Office of Inspector General.

Anthony R. Miles practices healthcare law in the firm’s Seattle office. His practice includes general regulatory and transactional counsel to businesses in the healthcare industry and emphasizes the intersection of healthcare regulation and technology. Miles advises physician groups, health plans, biologic and medical device manufacturers and distributors, and entities providing products and services in areas such as disease management, electronic communication of health information, e-Prescribing, specialty and retail pharmacy, database support for clinical trials, strategic affiliations and physician services. Miles received his juris doctor from the University of Michigan Law School and bachelor’s degree at Yale University.

Jessica C. Pearlman practices in the corporate securities, mergers and acquisitions group in the firm’s Seattle office. Her practice emphasizes mergers and acquisitions, in which she represents both buyers and sellers, as well as private security offerings, compliance with federal securities laws and investments. She represents both emerging and established companies in various corporate, acquisition, securities and finance matters. Pearlman holds a juris doctor from Georgetown University Law Center and a bachelor’s degree with honors from the University of Washington.

Matthew J. Segal practices appellate, constitutional and governmental litigation and business litigation law in the firm’s Seattle office. His practice focuses on litigation at the trial and appellate levels, including complex appellate matters, constitutional law, municipal law, commercial and corporate disputes, environmental and land use actions, insurance coverage and products liability. Segal holds a juris doctor, summa cum laude, from Seattle University School of Law and a bachelor’s degree from the University of California at Berkeley. Prior to entering practice, Segal clerked for the Honorable Charles W. Johnson of the Washington State Supreme Court.

Yujing Shu leads a general corporate and international/commercial practice in the firm’s Beijing office. Her experience includes advising multinational corporations on direct investment, intellectual property and related licensing matters regarding the distribution of products into the Chinese market. She has represented foreign companies in China on restructuring, mergers and acquisitions, asset purchasing, and labor and employment matters. Shu received her juris doctor from the Valparasio University School of Law and Doctor of Laws from China University of Political Science and Law.

Athan E. Tramountanas works in the government contracts, construction and procurement policy practice in the firm’s Seattle office. He focuses on construction law, including advising public and private clients on various construction issues, negotiating and drafting design and construction contracts, preparing bid documents, and representing clients in dispute resolution. He has extensive experience in real property litigation and eminent domain for public entities, as well as representing clients in landlord-tenant matters.

Chris K. Visser practices in the corporate securities, mergers and acquisitions group in the firm’s Seattle office. Interoperable Emergency Communications Needed to Ensure Public Safety
Many Americans assume that our nation's police, fire fighters, emergency medical personnel and other first responders can talk to each other and share data when responding to a crisis. Their assumption is wrong. Even more than five years after the 9/11 terrorist attacks, first responders still can not easily communicate during a crisis. But the tools, technology and policy are now in place to bring communications interoperability to public safety, according to a white paper released today.

"21st Century Communications Systems for First Responders: The Right Call" concludes that the Administration, Congress and our nation's technology companies were given powerful new tools in legislation passed in the last two months, and must now work together with public safety officials to provide the most advanced technologies available to ensure that communications among all first responders, regardless of agency or jurisdiction, are seamless and failsafe. The white paper notes that Congress responded to the findings of the bipartisan 9/11 Commission and passed legislation last year to free up wireless spectrum exclusively for first responders and public safety. Specifically, the Deficit Reduction Act of 2005 includes provisions for allocating 24 megahertz of the 700 megahertz band of spectrum for public safety.

Known as the Digital Television Transition and Public Safety Act, or DTV provisions, the law prescribes a timeline and methodology for moving television broadcasting companies and consumers from analog to digital transmissions, thus freeing up critical spectrum for first responders' communications. The law specifies that the balance of the spectrum will be auctioned by the government and proceeds directed to upgrade communications equipment, such as radios, for public safety Additional auction revenues will be applied to reduce the national budget deficit and implement other important programs.

The paper's authors, Larry Irving and Michael D. Gallagher, said the challenge is to implement the DTV legislation quickly and completely to deliver the interoperability to first responders that America needs.

"It is imperative we provide our first responders with the 21st century tools they need to save lives and finally help make interoperability a reality," Gallagher said. "What is needed now is coordinated leadership among federal, state and local officials, working with technology innovators, to fully implement this vision of 21st century communications."

"Incoming House Speaker Nancy Pelosi has committed to enact the recommendations of the 9/11 Commission in the new Congress's first 100 hours. The bipartisan DTV policy passed by this Congress has set the right course for success," Irving said.

The authors both served as Assistant Secretary of Commerce for Communications and Information under Presidents Clinton and George W. Bush. Mr. Irving is President and CEO of the Irving Information Group, and Mr. Gallagher is a Partner with Perkins Coie.

Sanford B. Ring to Join Honigman as Partner
Honigman Miller Schwartz and Cohn LLP today announced that Sanford (Sandy) B. Ring, Michigan Economic Development Corporation (MEDC) Chief Operating/Business Development Officer and Executive Vice President, will join the firm as Partner on Jan. 2, 2007.

Most recently, Ring served as Chief Operating/Business Development Officer and Executive Vice President of the MEDC. During his tenure, he has been responsible for day-to-day operations of the 200-person state economic development agency, as well as the principal liaison to the Office of the Governor and several Cabinet level departments. Ring has also represented the State on numerous Asian investment missions.

Ring’s broad and varied interaction with leaders from international and domestic businesses with the MEDC will make him a strong addition to Honigman’s Investment Incentives and Tax Savings practice, as well as Honigman’s new practice areas dealing with International Trade and Government Policy.

Ring has years of experience in international trade and government affairs, as well as economic development. In 1992, he was appointed by President George H.W. Bush to serve as Chief Legal Advisor to the then Democratic Chairman of the U.S. International Trade Commission in Washington D.C. Ring also served as Chief Legal Advisor to a subsequent Chairman. As Chief Legal Advisor, he counseled the Commission chairmen on matters related to administration of relevant trade laws, analytical investigations, and disputes arising under the North American Free Trade Agreement. While in Washington, Ring also worked for Lloyd M. Bentsen, former Democratic Senator from Texas and Secretary of the Treasury during the Clinton Administration.
