Los Angeles Daily Journal Honors Fulbright for Pro Bono Work
The Los Angeles Daily Journal selected Fulbright & Jaworski as a recipient of its First Annual Pro Bono Achievement Awards for the firm’s work on behalf of impoverished residents of the downtown Los Angeles core. The journal selected law firms and attorneys to "recognize work that simply could not have been done without the courage and commitment of private attorneys and firms. . . work that demonstrates a solid commitment to lasting change."

On December 4, 2006, Fulbright partner Jim Evans attended a San Francisco reception to receive the LA Daily Pro Bono Achievement Award.

Increasing property values in the downtown Los Angeles core and the desire of property owners to gentrify their tenant mix have created a tension between property owners and hotel residents. Although local ordinances prevent property owners from evicting tenants absent special circumstances, downtown hotel operators who had long-term "guests" deemed themselves immune from the law.

This summer, Evans, along with Ryan McCoy, Amy McGinnis, Dinh Ha and Rebekah Weldon, teamed with the Legal Aid Foundation of Los Angeles, the Los Angeles Community Action Network (LACAN) and the LA City Attorney’s Office to assist individuals against an illegal practice known as the "28-day shuffle." Owners of LA’s Skid Row hotels routinely evict hotel occupants after 28 days in order to prevent them from obtaining rights as tenants.

After handling individual litigation matters, Fulbright decided that in order to protect a broader group of individuals and to protect this critical stock of affordable housing, Fulbright attorneys would staff a weekly Skid Row legal clinic to identify more victims of the 28-day shuffle and potential class representative for a class action suit.

Fulbright associates McGinnis, Ha, Andrea Valdez and McCoy have staffed the clinic, and identified potential class representatives for class action on behalf of the tenants impacted by this unlawful practice.

Carlton Fields Attorneys Participate in “Election Protection”
Carlton Fields attorneys recently participated in a national voter protection program called Election Protection. Firm attorneys teamed up with volunteer law students to oversee the training of poll workers prior to the election and address voter questions on Election Day.

Election Protection preparation began two months prior to Election Day 2006 when Carlton Fields summer associates developed the “Florida Legal Manual,” a summary of Florida’s election laws. The manual later served as a training resource for volunteer Miami-Dade poll workers.

Carlton Fields attorneys recruited law students to assist in the Election Protection program. Law students also utilized the Florida Legal Manual, developed by the firm’s summer associates, to learn more about State of Florida election laws and procedure.

Ultimately, a team of over 40 volunteer lawyers and students was assembled and trained to assist in with Election Protection. Attorneys communicated directly with the Miami-Dade Deputy Supervisor of Elections to form a strategy for addressing voter concerns on Election Day.

By 6:00 a.m. on November 7th, Election Day, Carlton Fields attorneys and law students were available at voting precincts to answer voter questions. Twenty-six “roving field attorneys,” as they became known, visited 43 voting precincts throughout the area.

The firm’s Miami office served as the Election Protection Call Center for Miami-Dade County. The phone lines, which opened at 7:00 a.m. on Election Day, were manned by seven Carlton Fields attorneys trained in election law and procedure. Attorneys answered hundreds of calls pertaining to issues including voting rights, extended hours at polling precincts, broken electronic voting machines, and voter intimidation.

Additionally, volunteer call center attorneys contacted local election officials to advise them of potentially serious voting problems, and coordinated calls from national and local election rights groups.

Miami shareholder Amy Furness, led the team of Carlton Fields attorneys assisting in Election Protection. Furness was selected to coordinate and supervise the Miami-Dade Legal Command Center based on her work in 2004 with Election Protection program.

As part of Election Protection, Furness worked closely with the People for the American Way Foundation and the ACLU. She also worked with the Lawyers Committee for Civil Rights’ litigation team in anticipation of filing a motion to order one precinct to remain open late.

The election protection effort successfully assisted a large number of South Florida voters in casting their ballots on Election Day 2006.
