Stephen M. Orlofsky Elected to American Law Institute (ALI)
Blank Rome LLP is pleased to announce that Partner Stephen M. Orlofsky has been elected to The American Law Institute (ALI). As an elected member, Mr. Orlofsky will actively participate in the efforts of the Institute and work to advance its objectives.

Mr. Orlofsky was selected as an ALI member on the basis of professional achievement and demonstrated interest in the improvement of law. ALI Membership consists of judges, practicing lawyers, and legal scholars from all areas of the United States as well as some foreign countries.

Established in 1923 and based in Philadelphia, The American Law Institute has the mandate to promote the clarification and simplification of the law and its better adaptation to social needs, to secure the better administration of justice, and to encourage and carry on scholarly and scientific legal work.

At Blank Rome, Mr. Orlofsky concentrates his practice in the areas of complex litigation and alternative dispute resolution and counsels clients on trial and appellate litigation strategy. Mr. Orlofsky served as a United States District Judge for New Jersey from 1996 to 2003. Prior to that, Mr. Orlofsky also served as a United States Magistrate Judge for New Jersey from 1976 to 1980.

In 2003, Mr. Orlofsky traveled to Iraq as part of a 13-member team jointly commissioned by the U.S. Department of Justice and the Department of State to assess its judicial system. Mr. Orlofsky spent 6 weeks in Iraq conducting interviews and gathering information to assist the Coalition Provisional Authority in reconstructing the Iraqi court system.

Mr. Orlofsky frequently lectures on various topics including Federal Practice and Procedure, Professional Ethics and Professionalism, Evidence, Electronic Discovery, Commercial and Criminal Litigation, and Appellate Techniques.

Stephen M. Orlofsky Elected First Treasurer of Third Circuit Bar Association
Blank Rome LLP is pleased to announce that Stephen M. Orlofsky has been elected Treasurer of the newly formed Third Circuit Bar Association. Based in Blank Rome’s Cherry Hill office, Mr. Orlofsky serves as a Partner in the Firm’s commercial litigation group.

The Third Circuit Bar Association was created with the purpose of improving and facilitating the administration of justice in the federal courts within the Third Circuit, and will encompass Delaware, New Jersey, Pennsylvania and the Virgin Islands.

Scott F. Cooper Elected to Temple University Alumni Association Board
Blank Rome LLP is pleased to announce that Scott F. Cooper has been elected to the Temple University Alumni Association Board of Directors. Mr. Cooper serves as a Partner in Blank Rome’s Employment, Benefits and Labor group.

Founded in 1927, the Temple University Alumni Association is the umbrella organization for the school and college alumni associations. The Board of Directors represents the entire alumni body, consisting of over 230,000 alumni in 50 states and 143 countries. Its mandate is to actively participate in university governance, provide support to university projects and programs, and oversee alumni programs and services.

Mr. Cooper was elected to the Board this year after serving on the President’s Reorganization Task Force. He served on the Governance and Bylaws working group. He is a graduate cum laude of Temple’s Law School, where he was a Managing Editor of the Law Review, a Member of the School’s Trial Team and Moot Court Honor Society. Mr. Cooper is also active in the Philadelphia Bar Association, where he serves as Treasurer and a member of the Cabinet.

At Blank Rome, Mr. Cooper focuses his practice on complex disputes in federal and state courts and various government agencies. Mr. Cooper is a certified court arbitrator and represents large publicly traded corporations, start-ups, partnerships and government entities. He has won numerous professional awards, including the prestigious Philadelphia Business Journal’s 40 Under 40 Award and the Legal Intelligencer and Pennsylvania Law Weekly’s Lawyers on the Fast Track. Mr. Cooper also holds the Martindale Hubble’s prestigious AV Rating, for the highest possible level of substantive practice and ethics.

Thomas R. Westle Elected Chairman of Easter Seals New York Board
Blank Rome LLP is pleased to announce that Thomas R. Westle has been elected Chairman of the Easter Seals New York Board of Directors. Based in Blank Rome’s New York office, Mr. Westle serves as a Partner in the Firm’s securities group.

In this capacity, Mr. Westle will lead a 16-member board to advance the goals of Easter Seals to provide services for individuals with autism, developmental disabilities, physical and mental disabilities and other special needs. In particular, the Board of Directors works to identify the needs of local communities, develop programs, raise funds and help to educate residents about the services provided by Easter Seals.

At Blank Rome, Mr. Westle focuses his practice on corporate and securities law. Mr. Westle has extensive experience in legal issues relevant to registered and unregistered investment companies and investment advisers. His client services include registration, regulation, and governance of investment companies, the creation and organization of private investment funds and hedge funds, representation of independent Boards of Directors / Trustees, preparation of SEC exemptive applications and no-action letters and financing transactions relating to mutual funds.

Mr. Westle is frequently quoted in the financial press on mutual fund and hedge fund issues, and has appeared on CBS' MarketWatch radio program as well as Bloomberg Television.

Franklin Institute Appoints Joan N. Stern as Trustee of Thomas Skelton Harrison Foundation
Blank Rome LLP is pleased to announce that Joan N. Stern has been appointed as a Trustee of the Thomas Skelton Harrison Foundation, a charitable foundation endowed by the Will of Thomas Skelton Harrison to support good government in the City of Philadelphia.

In this capacity, Ms. Stern will join a seven-member Board of Trustees appointed by various civic institutions, including the Franklin Institute.

“We at The Franklin Institute are pleased and proud to announce the appointment of Joan Stern, Esquire, to the Board of The Thomas Skelton Harrison Foundation, said Dennis Wint, President and CEO of The Franklin Institute. “Ms. Stern has been a tremendous asset as one of the Institute’s Trustees, and I have every expectation that she will serve the Foundation with the same skill and commitment that she brings to her work with us.”

At Blank Rome, Ms. Stern chairs the Public Finance group and practices exclusively in the area of public finance. She concentrates in the areas of general government and education, transportation and utilities, tax and revenue anticipation financing; health care and housing finance; refinancing and working capital finance, project finance and derivatives transactions. She is the author of a range of debt and finance statutes enacted in Pennsylvania, as well as other jurisdictions.

Ms. Stern is a member of Blank Rome’s Executive Committee and Partner Board, and Co-Chair of the Firm’s Diversity Committee. She is also actively involved in a number of community and charitable organizations. Ms. Stern serves on the boards of the Police Athletic League, the Urban Tree Connection, the Jewish Federation of greater Philadelphia, and the Franklin Institute. In addition, Ms. Stern is Vice Chair of the Board of Trustees of Moore College of Art and Design.

Hon. Brian Tobin, former Newfoundland premier and Liberal cabinet minister, joins Fraser Institute
Hon. Brian Tobin, former federal Minister of Industry and former Premier of Newfoundland and Labrador, has joined The Fraser Institute as a Senior Fellow.

“As a nation, Canada is well positioned to be a leader across many sectors of the global economy, in particular in our energy sector,” said Tobin, who today remains active in the Canadian business community. “That is why we need to continue to create an environment that encourages investment and rewards entrepreneurial spirit, something long advocated by The Fraser Institute.”

Earlier this year The Fraser Institute opened a Calgary-based Centre for Energy Policy Studies to conduct research on national energy issues. Tobin will work closely with Centre staff on developing a continental energy strategy for North America.

“During my time as Premier of Newfoundland, I saw how the proper development of energy resources can bring tremendous economic benefits to our communities,” Tobin said. “Canada has the resources and expertise to become a world energy power and relish the opportunity to help make that goal a reality through The Fraser Institute’s Centre for Energy Policy Studies.”

Tobin was first elected to the House of Commons in 1980 and was appointed Fisheries Minister following Jean Chrétien’s election as prime minister in 1993. He gained a reputation as a passionate defender of Canada on the international stage during a high-profile dispute with Spain and the European Union regarding over-fishing off the coast of Newfoundland.

In 1996, Tobin resigned from federal politics to take over the leadership of the Liberal party in Newfoundland and quickly won election as premier. After several years in office during which Newfoundland rode an economic boom, Tobin stepped down as premier to again run for a seat in Ottawa during the 2000 federal election. Following the election, he was appointed Industry Minister. He retired from political life in 2002.

Today Tobin is senior business advisor at Fraser Milner Casgrain LLP and serves on a number of public company boards. He is chairman of Consolidated Thompson Iron Mines Ltd. and New Flyer Industries Inc.

He joins Senior Fellow Wilf Gobert, former top-ranked Peters and Co. oil sector analyst, and our other staff in building a global energy policy capacity that will be second to none. The centre is part of The Fraser Institute’s 50 full-time staff and 20 Senior Fellows and others located across three Canadian offices,” said Mark Mullins, Fraser Institute Executive Director.
