Petras Facilitates Deal for Clinton Foundation HIV/AIDS Initiative
Baker Hostetler partner and International Team Leader Stephen J. Petras, Jr., who has represented the William Jefferson Clinton Presidential Foundation’s HIV/AIDS Initiative (CHAI) since 2003 in its efforts to make treatment for HIV/AIDS more affordable and to implement large-scale integrated care, treatment, and prevention programs, has been representing CHAI in the recent negotiations of agreements for the supply of pediatric medicines to treat children suffering from AIDS in numerous developing countries. These agreements also will lower prices for 19 pediatric antiretroviral formulations by 45% for the participating 62 developing countries.

Petras facilitated the deal through which two Indian pharmaceutical companies, Cipla and Ranbaxy, will supply a new child-friendly product—a three-in-one dispersible tablet that replaces individual solutions which need refrigeration—at less than $60 per year, or 16 cents per day. The deal will enable an additional 100,000 HIV-positive children to be treated in 2007. Of the 2.3 million children worldwide with HIV, only 10 percent are currently receiving treatment.

The funds to purchase the medicines under the new prices will come from UNITAID, the international drug purchasing facility established in September by the Governments of France, Brazil, Chile, Norway and the UK. UNITAID plans on providing CHAI with $35 million in the next year to buy medicines and diagnostics, and CHAI will contribute $15 million to train doctors, upgrade pediatric wards and provide additional technical assistance.

Petras explained, "This is a big global effort with many important and dedicated participants who are actively fighting the HIV/AIDS pandemic. Although this goal makes all the commercial and business issues secondary, these issues remain critical to making the supply and delivery of pediatric medicines possible. This will be the first time that CHAI will actually make direct purchases, and CHAI takes on this significant role in order to get the medicines to the children as quickly as possible. Even in the face of tough legal issues, it gives you a lot a faith in humanity when you see people and companies unselfishly dedicating themselves to efforts like these."

Steve has helped us to structure the agreements in ways that maximize both the price reductions and the number of patients who benefit, while ensuring the quality of products supplied under our agreements," said Dai Ellis, Director of Drug Access for the foundation.

Justin Pasfield Joins Steptoe & Johnson PLLC
Justin R. Pasfield has joined the Business Department of Steptoe & Johnson PLLC practicing in the firm’s Morgantown office as an associate. Pasfield will focus his practice in the areas of tax, estate planning, real estate and natural resources. He received his legal education from West Virginia University College of Law, where he was a member of the West Virginia Law Review. Pasfield received his undergraduate and graduate degrees in accounting from North Carolina State University.

Sonnenschein Expands National Public Law & Policy Strategies Team
Sonnenschein Nath & Rosenthal LLP today announced that Rodney J. Boyd and Kevin D. Gunn have joined the law firm as members of the national Public Law & Policy Strategies Group. They are resident in the firm’s St. Louis office. Also joining Sonnenschein’s Public Law & Policy Strategies Group in St. Louis is Megan L. Werner.

“The addition of these talented individuals will further enhance Sonnenschein’s stature as one of the leading public policy firms in the country,” said Mike McNamara, chair of Sonnenschein’s Public Law & Policy Strategies Group. “From their location in St. Louis, Rodney, Kevin and Megan will be instrumental in building our group across the state to Jefferson City, Kansas City and beyond.”

Boyd is a prominent St. Louis attorney who practices throughout the state of Missouri. Most recently, he operated his own government relations and litigation consulting firm. Among his clients are the City of St. Louis, the St. Louis Metropolitan Board of Police Commissioners, Lambert-St. Louis International Airport, the St. Louis City Port Authority, HealthSouth Surgical Centers of Missouri, and the Greater Missouri Chapter of the March of Dimes. Boyd will join the firm as a partner.

“I am thrilled to be joining Sonnenschein and to have an opportunity to grow its public policy practice in the Midwest,” said Boyd. “The resources available here will only enhance the services that I can offer to my clients.”

Boyd previously served as a municipal prosecutor in St. Louis. He is an active member of the Missouri Bar Association and serves on the Board of Curators of Lincoln University in Jefferson City. Boyd also provides pro bono governmental relations consultation for various nonprofit organizations in the St. Louis region.

Gunn joins the firm from Blackwell Sanders Peper Martin LLP, where he was head of the St. Louis governmental affairs practice. Gunn served as chief of staff to former House Democratic leader Rep. Richard A. Gephardt from 2003 to 2005, overseeing all congressional operations in Washington, D.C. and St. Louis. He also served on the Missouri Commission on Reapportionment for the Representative Districts under former Gov. Bob Holden. Gunn will be an of counsel with the firm.

Gunn represents a wide variety of clients, such as The Boeing Company, before federal, state and local public officials and agencies. His practice includes political consulting, corporate and political research, crisis management, and development and implementation of press and public relations strategies. He also advises not-for-profits on federal and state grants and other assistance.

“Returning to the firm where I began my legal career is very exciting,” noted Gunn. “Sonnenschein is a true leader in the public law and policy field and I know my clients will benefit greatly from the ability to reach seamlessly from Washington, D.C. to Jefferson City to Sacramento.”

Werner, who joins the firm as an associate managing director, was most recently a project manager for the Regional Business Council in St. Louis, a consortium of chief executive officers working to promote business, civic and philanthropic initiatives in the region. She previously ran Vision Missouri LLC, a campaign consultancy with an emphasis on fundraising and media relations.

Boyd received a J.D. degree from the University of Missouri-Columbia School of Law and a B.S. degree from Lincoln University. Gunn earned a J.D. degree from Saint Louis University School of Law and a B.A. degree from American University. Werner received a B.A. degree from the University of Missouri-Columbia.

STEPHANIE NEAL RECEIVES PROBATE AND ESTATE PLANNING CERTIFICATE
Stephanie A. Neal, of the law firm Smith Haughey Rice & Roegge, has received a Certificate of Completion in the areas of probate and estate planning issued by the Institute of Continuing Legal Education and the Probate and Estate Planning Section of the State Bar of Michigan.

Completion of this program complements Stephanie’s legal education and experience and will enable her to better advise clients on a broad range of issues including estate planning.

Stephanie practices in the Grand Rapids office of Smith Haughey, in the areas of estate planning, tax law, employee benefits, medical malpractice, and professional liability.
