Prominent New York Construction Lawyers Join McCarter & English
Prominent construction attorneys Robert A. Rubin and Sarah B. Biser have joined the New York office of McCarter & English, LLP as special counsel and partner, respectively.

"We welcome Bob and Sarah as key players on our multi-state, multi-disciplinary team focused on the construction industry," said Timothy S. Fisher, the Hartford-based partner who heads McCarter & English's Construction Practice Group.

Mr. Rubin was formerly a senior counsel and Ms. Biser a partner in the New York office of Seyfarth Shaw, LLP.

The McCarter & English Construction Practice Group represent owners, architects and engineers, construction managers, contractors, developers, subcontractors and suppliers in matters ranging from project planning to dispute resolution.

Mr. Rubin is widely regarded as a leading litigator in complex construction litigation and has extensive experience with mediation, arbitration, dispute review boards and other alternative resolution techniques in both national and international disputes. He has been involved in projects ranging from energy plants, pipelines, highways, bridges, and mass transit to telecommunications, municipal and governmental agency projects, industrial and high-rise buildings, and insurance disputes including builder's risk and professional liability claims for Fortune 500 companies and has also worked extensively in drafting and negotiating design and construction contracts.

An Adjunct Professor at Columbia University, Mr. Rubin has lectured for the American Bar Association, the American Society of Civil Engineers, Practising Law Institute and other societies and universities on construction contract documents, construction claims, surety law, professional liability, alternative dispute resolution, and government contract law. Mr. Rubin is the 2007 recipient of the prestigious Cornerstone Award of the ABA, Forum on the Construction Industry

Mr. Rubin received a Bachelor of Civil Engineering from Cornell University and a Juris Doctor from Columbia University.

Ms. Biser has extensive experience representing owners, developers and contractors in all stages of the construction process, including contract negotiations, drafting and contract administration. She has been lead counsel in drafting construction management, design professional and trade contractor agreements for a national telecommunications company for its national projects and for a major Internet conglomerate that is constructing its futuristic headquarters in Manhattan. She also was lead counsel in drafting construction management and design professional agreements for the partial build-out of one of the largest mixed-use office buildings built in New York City in the past five years.

Ms. Biser has been lead counsel in litigation involving construction disputes including a recent jury trial in which she won breach of contract damages on behalf of an asphalt demolition company.

Ms. Biser received a Bachelor of Arts from Rutgers College, a Masters of International Affairs from Columbia University, and a Juris Doctor from New York University.

John A. Turner III Joins Lathrop & Gage DC, PLLC, as Staff Attorney
Joel Voran, CEO of Lathrop & Gage L.C. announced today that John A. Turner, III has been admitted to the District of Columbia Bar, and will practice in the Washington, D.C. office as a staff attorney. Turner previously served as a law clerk for the Washington, D.C. office.

Turner will focus on both the business litigation and the commercial collections practice. He will handle complex commercial litigation and assist clients through every step of their collection matter from the initial demand letter to the execution of judgment. Previously, he served as a judicial law clerk for an Associate Judge of the District of Columbia Superior Court.

He received his undergraduate degree from Howard University in 2002 and his law degree from The Georgetown University Law Center in 2005. Turner is a member of the District of Columbia Bar, American Bar Association, National Bar Association and the Georgetown University Law Center’s Alumni Committee.

The Royal Window Covering Settlement Hearing
Kohn, Swift & Graf is co-lead counsel in this antitrust class action litigation concerning window coverings. On May 15, 2007, the Court granted preliminary approval of a proposed settlement between the defendant Royal Window Coverings, (USA), L.P. and a class of certain direct purchasers of Window Coverings from Royal between June 1, 2002 and December 31, 2002. Paul Brinkman to Co-Chair ABA Customs Law Committee
The ABA Customs Law Committee announced that Paul Brinkman will be the new co-chair of the committee. The committee is concerned with the laws and regulations administered by the U.S. Customs and Border Protection in connection with the importation and exportation of merchandise. Paul had previous served as vice-chair.

Thompson Hine Expands International Trade & Customs Practice
Mariana Belisario has joined the law firm of Thompson Hine LLP as foreign legal consultant to the firm’s International Trade & Customs practice group for the 2007-2008 year. Ms. Belisario, a native of Brazil, joins the firm as part of the International Trade group’s continued expansion of its international capabilities.

An experienced practitioner, Ms. Belisario has represented multinational corporate clients in corporate, tax, real estate and construction matters. Prior to earning her LL.M. in the United States, she practiced for five years with the Brazilian law firm Ferreira Pinto Santiago & Tôrres Advogados, which has since split into two firms.

After her year-long consultancy with Thompson Hine, Ms. Belisario will rejoin Santiago, Tôrres e Saldanha, a Brazilian law firm focused mainly on business law, in consultation as well as in litigation. Their lawyers advise clients on corporate business transactions, banking, tax, finance, construction, real estate, environment and intellectual property matters.

On joining the firm, Ms. Belisario said, “I was first introduced to Thompson Hine while still studying for my LL.M. at Georgetown. I was impressed with the firm’s strong trade practice and I’m excited for the opportunity to bring another international perspective to the group.”

Ms. Belisario earned her LL.M. with a concentration in international trade from Georgetown University Law Center in 2007. She received a specialization degree in economics and corporation law from Fundacao Getulio Vargas in 2004 and a bachelor of laws with a concentration in corporation law from Faculdade de Direito Milton Campos in 2001.

Ms. Belisario was admitted to the Brazilian bar in 2002 and is a member of the Brazilian Bar Association and ABCI Institute-Brazilian International Trade Scholars, Inc. Although she is not admitted to practice in the District of Columbia, her practice is supervised by principals of Thompson Hine.
