Chambers Global Recognizes Leaders in Shipping Law
The 2007 edition of Chambers Global: The World’s Leading Lawyers recognizes some of the partners who help make Blank Rome's maritime practice a global leader. John Kimball, Jack Greenbaum, and LeRoy Lambert in the New York office, and Nigel Binnersley in the Hong Kong office, were all singled out for recognition.

Quoting from Chambers:

Interviewees regard John Kimball as the team’s ‘premier talent.’ Opponents admit: ‘If anybody has succeeded in playing things close to his chest, it’s him—he is extremely smart and you can’t figure out where he is going!’ Yet, in the same breath, they comment that he is always willing to sit down and rationalise a case. His low-key, composed manner led the team defending the ‘Kariba’ on the ‘Tricolor’ case.

Jack Greenbaum’s similarly understated approach is said to ‘just focus on the key issues in a case.’ A litigator with an ‘insightful intellect,’ he engenders much respect among peers, who claim that they can ‘always walk away from cases with him feeling clean.’

LeRoy Lambert continues to impress market observers with his commercial sense and ‘understanding of the client’s needs and desires,’ as well as the ability to reach a solution within these parameters without necessarily resorting to contentious action.

In addition, in June 2006, John Kimball was awarded the Chambers Shield of Excellence as “the Leading Attorney in Shipping Litigation.”

The Chambers surveys have also shone light on Blank Rome’s Hong Kong office:

New to the Chambers rankings, this US firm’s . . . Hong Kong office frequently handles multi-jurisdictional disputes. . . . Peer law firms occasionally call on lawyers here for assistance.

Chambers continues:

The office’s key partner is Nigel Binnersley. Dual-qualified in Hong Kong and England, he is a popular figure with great experience in the region.

Chambers & Partners, the UK-based publishers of Chambers Global, conducts research by speaking to a vast range of lawyers and clients. Greater weighting is given to the views of the latter, and any biased viewpoints tend to cancel each other out. All interviews are conducted purely for research purposes and are entirely confidential and un-attributed. The methodology has been approved by the British Market Research Bureau, which audits the research annually.

In-depth interviews with clients and lawyers are done over the telephone, each one lasting about half an hour. For the current Global directory, over 6,500 of these interviews were conducted covering 170 countries. They were carried out by a team of 30 full-time researchers over a period of 12 months. The qualities on which rankings are assessed include technical legal ability, professional conduct, client service, commercial awareness/astuteness, diligence, commitment, and other qualities most valued by the client. Editorial comment is also derived from the research, with quotations used when they sum up the prevailing opinion of the market.

WilmerHale Wins Victory for Pro Bono Client: Home-Based Business Permit Awarded
WilmerHale attorneys won an important victory for their client, Howard Daniel, when, under threat of a lawsuit alleging discrimination on the basis of sexual orientation, the Manassas City Council reversed its decision to deny Daniel a special use permit to operate a home-based business.

Mr. Daniel is a Virginia Board of Nursing-certified massage therapist, and has resided with his partner for 10 years in the City of Manassas. Daniel practices massage therapy part time in clients’ homes and at a local hospital. To better serve his clients, he wanted to give them the option of use his home for sessions. This required him obtain a special use permit from the City.

Daniel had strong support from his immediate neighbors for his application, and the City’s Department of Community Development and Planning Commission approved his application as well. His proposal, however, drew strong, organized opposition from certain Manassas residents outside his neighborhood, opposition that Daniel believed to be motivated by his sexual orientation. On October 23, 2006, the City Council rejected his application on a vote of 4-3.

WilmerHale attorneys began their representation of Daniel shortly before the October 23 Council meeting. They issued Virginia FOIA requests, conducted interviews with potential witnesses, and developed a strong case that Daniel was the victim of unlawful discrimination. The attorneys also discovered that one council member that voted against Daniel’s application had a conflict of interest that should have disqualified him from voting at the October 23 meeting.

Soon after the attorneys presented this evidence in the form of a draft complaint to City representatives, the Council reversed course. At its February 12, 2007 meeting, the Council suspended its rules, and reconsidered the October 23 vote. The conflicted council member recused himself, and the Council voted in favor of granting Daniel’s special use permit 4-1.

Administered by ILSA in more than 90 countries, the Jessup Competition is the world's largest moot court competition.
