Drexel University Awards Steven J. Rocci and Woodcock Washburn with Bronze Dragon Award
Drexel University has awarded Steven J. Rocci and the intellectual property law firm Woodcock Washburn LLP with the prestigious Bronze Dragon Award. The award, presented by Drexel University president Dr. Constantine Papadakis on Feb. 7 at a reception at the Firm, is in appreciation of Rocci and the Firm’s dedication and commitment to the Drexel University College of Law during its inaugural year and for the development of its future success.

The Firm has funded the “Woodcock Washburn Professorship of Intellectual Property Law,” which will support a faculty member in Drexel Law’s intellectual property law program. The Firm also is a partner in Drexel Law’s cooperative education program and will provide co-op placements for students interested in intellectual property law.

As part of its concentration in Intellectual Property, the College appointed Steven J. Rocci, a senior partner and a member of the Firm’s policy committee, its first Distinguished Practice Professor. Rocci currently counsels students interested in careers in intellectual property law, and in mid 2007, will begin instructing various patent law and patent litigation courses. Rocci received his B.S. from Drexel University in Electrical Engineering in 1977.

A member of the firm’s Policy Committee and a senior partner, Rocci specializes in patent litigation, counseling and procurement for a wide range of clients, including companies in the software, telecommunications, and Internet industries. Rocci has earned recognition in the Chambers USA Guide to America's Leading Business Lawyers and Best Lawyers in America, and as a Pennsylvania Super Lawyer.

Tenaris to buy Hydril for nearly $2.2 billion
Pipe maker Tenaris S.A. has agreed to buy Houston-based Hydril Co. for approximately US$ 2.16 billion in cash. Tenaris will pay US$ 97 per share for Hydril's common and class B stock, representing a premium of approximately 17% over Hydril's closing price on the prior day of trading. The acquisition, which is subject to regulatory approvals and is expected to close in the second quarter, would allow Tenaris to expand its high-end business and increase its presence in the U.S. market.

Susan Hargrove Selected to Participate on a Career Panel Held during Duke University's "Career Week"
Smith Anderson partner, Susan Hargrove, was selected to participate on a career panel during a recent Duke University "Career Week."

Duke University hosts its "Career Week" each year to provide students with access to career information from alumni from around the country engaged in a wide variety of businesses and endeavors. The week includes career discussions, mentoring dinners and other events culminating in a full day of workshops and networking opportunities. Duke intends the week to prepare participants to address career issues; help participants explore the possibilities for life after Duke; and connect participants with professionals who can help them succeed in all aspects of their career.

A graduate of Duke University (A.B.), Ms. Hargrove returned to her alma mater to participate in the panel discussion on "Law Firms and Corporate Law." The interactive session offered attendees an overview of the real-life practical components of a career in law.

A litigator, Ms. Hargrove has significant experience in all facets of this practice with specific emphasis on commercial and health care litigation. Her experience includes representation of companies and health care clients in contract litigation, scope of practice litigation, managed care contract disputes, business tort litigation and regulatory proceedings, including Certificate of Need matters. She also represents clients in employment litigation, including breach of contract, covenants not to compete, wage and hour litigation, and physician recruitment agreements. Her diverse clients range from solo practitioners to large companies.

Ms. Hargrove received a J.D. with high honors from the University of North Carolina, where she served as a staff member of the North Carolina Law Review and was elected to the Order of the Coif.

Uchimoto Comments on 'Empty Voting' and Short Selling
William W. Uchimoto, Partner in the Business Department, Co-Chair of the Securities Litigation Practice Group and former attorney for the Securities and Exchange Commission's (SEC) Division of Market Regulation, was quoted in this article about the need to reduce empty voting, the practice of borrowing company stock to influence the outcome of company votes.

In an effort to eliminate empty voting, some industry professionals have suggested making stock lending more transparent.

“The SEC is always so gung-ho for market efficiency and fairness,” Mr. Uchimoto said. He added that stock lending is “a ripe area” for the SEC to become involved.

Mr. Uchimoto said short sellers deserve an efficient market themselves. Now, if short sellers want to borrow a stock, they have to go to a broker or bank. Since there is no centralized market, the lenders have pricing power they wouldn't otherwise have, Mr. Uchimoto said.

“The big stock lenders are going to have to be brought in [to a centralized market] kicking and screaming,” Mr. Uchimoto said.

SAUL EWING LLP PARTNER RECEIVES ROBERT M. BELL AWARD
Charles O. Monk, II, a Partner in Saul Ewing LLP?s Litigation Department and Managing Partner of the Firm?s Baltimore office, was honored February 9, 2007 with the Judge Robert M. Bell Award for Leadership in Public Service.

Given by the University of Baltimore School of Law, the Robert M. Bell Award recognizes legal professionals who maintain the standards of the University of Baltimore Students for Public Interest (UBSPI), a law foundation that promotes public service and public interest through education.

Mr. Monk was instrumental in making Saul Ewing?s ?We?re All In? pro bono program Articles Nexis tremendous success. Launched in March 2005, ?We?re All In? is an innovative program that challenges each of the Firm?s 280 attorneys across eight offices in four states and the District of Columbia to give a minimum of 25 hours of pro bono service annually. ?We?re All In? also has identified providing legal services to veterans and the elderly as its signature cause.

A native of Baltimore, Mr. Monk serves on numerous charitable, civic and cultural organizations. He is chair of the Greater Baltimore Committee?s Public Safety and Legal Affairs Committee, President of the Board of Trustees of his alma mater, McDonogh School, and is vice chair and treasurer for the Baltimore Symphony Orchestra. For each of these organizations, he provides free legal advice. Mr. Monk is an active supporter of the Maryland Volunteer Lawyers Service Partners Club, which offers pro bono legal services to Maryland?s working poor.

The award ceremony, at the Belvedere in Baltimore, was part of the 13th annual silent and live auction to benefit UBSPI. Mr. Monk received his A.B. from Brown University and earned his J.D. from the University of Maryland School of Law.

RUDEN McCLOSKY OF COUNSEL CARLOS LACASA APPOINTED TO FLORIDA’S TAXATION AND BUDGET REFORM COMMISSION (TBRC)
Carlos Lacasa, an of counsel with Ruden McClosky, was appointed to the Taxation and Budget Reform Commission (TRBC) by Florida House Speaker Mark Rubio (R-Miami). Mr. Lacasa is resident in the Firm’s Miami office located at 701 Brickell Avenue.

The purpose of the TBRC is to examine the State budgetary process, the revenue needs and the expenditure processes of the state, the appropriateness of the State's tax structure; governmental productivity and efficiency; and review the ability of state and local government to tax and adequately fund governmental operations and capital facilities. As prescribed in the State Constitution, the TBRC has full authority to place amendments on the election ballot without legislative approval. Constitutional amendments approved by the TBRC will appear on the 2008 general election ballot. The Commission will begin meeting in early 2007 and must submit any proposed constitutional amendments by May 4, 2008. Established by a Constitutional Amendment in 1988, the TBRC meets every 20 years.

A former member of the Florida House of Representatives (District 117), Mr. Lacasa is a member of Ruden McClosky’s Corporate and Administrative and Governmental Practice Groups. Representative Lacasa was first elected in 1994 and chaired the House General Appropriations Committee from 2000 to 2002.
