Armstrong Teasdale and Circuit Attorney Create Innovative Partnership
Armstrong Teasdale LLP has announced that it has partnered with City of St. Louis Circuit Attorney, Jennifer M. Joyce, to develop an innovative program designed to support the community and give young attorneys hands-on trial experience.

“This program will allow our young associates to gain valuable trial experience, while helping alleviate the extraordinary case loads of our prosecutors,” said Richard B. Scherrer, Managing Partner of Armstrong Teasdale. “We have all read about the budget crisis confronting the Circuit Attorneys’ Office and the mounting criminal caseload and as a result, the firm took a proactive approach with this partnership.”

The following associates: Winston E. Calvert, F. Scott Galt, Laura L. McLaughlin, Thomas H. Rowling (not pictured), and Chad D. Silker, will be sworn in as special prosecutors under the program. After training with the Circuit Attorneys' Office, these attorneys will assume a docket of felony criminal cases. “We have one of the heaviest case loads per attorney of any prosecutors’ office in the region,” commented Joyce. “The city’s limited resources prevent us from hiring the ideal number of attorneys for the high number of cases we manage. With the addition of these lawyers, this will help us move more cases through the system and assist us in bringing those who commit crimes to justice,” she added.

“This is a win-win situation,” commented Litigation Department Chair, Glenn E. Davis. “The firm continually strives to develop the next generation of trial lawyers through our existing Professional Development Program. We view this as an extraordinary opportunity for our young associates to broaden their trial skills, while the firm strengthens its community involvement and existing pro bono initiatives. General Counsel of the Department of Homeland Security Rejoins Latham
Latham & Watkins LLP1 is pleased to announce that Philip J. Perry has rejoined the firm's Washington, D.C. office as a partner in the Litigation Department, effective February 6, 2007. In addition to litigation, arbitration and Congressional investigations, Perry will handle a range of regulatory and national security matters, and will chair the firm's Public Policy Practice Group. Formerly a partner at Latham, Perry has served in a number of prominent and senior positions in the US government.

Perry served as the General Counsel of the US Department of Homeland Security (DHS) for nearly two years. In that role, he supervised approximately 1,500 lawyers in the Department's Office of General Counsel, and advised the Secretary of Homeland Security and the White House on the Department's legal and policy issues. Perry had significant involvement in the development of DHS regulatory policy and has drafted and negotiated a broad cross-section of key legislation. More recently, Perry was also closely involved in the inter-agency Committee on Foreign Investment in the United States (CFIUS) National Security Agreement process.

From 2002 to 2003, Perry served as the General Counsel of the White House Office of Management and Budget. In that position, Perry oversaw White House clearance of significant federal regulations, mediated interagency disputes, and developed and implemented several White House policies. He had specific responsibility for several Administration Homeland Security initiatives and handled a variety of healthcare and environmental regulatory and legislative issues.

In 2001 and 2002, Perry served as acting Associate Attorney General overseeing the Justice Department's Civil, Tax, Environment and Natural Resources, Antitrust and Civil Rights divisions. In that position, Perry had a supervisory role in key environmental, civil rights and antitrust cases and also litigated a host of cases challenging federal regulations, while also serving as the Justice Department's representative on Administration interdepartmental policy committees.

In addition, in 1997 and 1998, Perry served as Counsel to the US Senate's Special Investigation of Campaign Finance Abuses, investigating various matters and structuring Senate hearings.

So for us it is not just the return of a great partner and friend, but an opportunity to build on his unique insight in a number of important areas."

Perry stated, "It was an honor to serve the country at such an important time in its history. I'm very excited to return to Latham to resume my practice and I look forward to rejoining an outstanding team of attorneys at the firm. While the firm continues to grow globally, it has remained true to its one-firm culture that together with its unwavering commitment to client service has made it so successful."

Perry graduated from Cornell Law School in 1990 and received his undergraduate degree from Colorado College in 1986.

Lane Powell Quoted in Article on Privacy at Work
Lane Powell was quoted in an article titled "Privacy At Work Has Its Limits" that appeared on OregonLive.com. The article examined how the U.S. 9th Circuit Court of Appeals recently upheld a lower court's finding that employees are not entitled to privacy in the use of workplace computers. Lane Powell was quoted as saying, " 'Employers should ensure that their computer use policies are up-to-date, and that employees are given ample notice of the company's right to monitor all activities on company-owned computer systems.

Kirkland & Ellis LLP Gains Experienced Restructuring Partner in New York
Kirkland & Ellis LLP is pleased to announce that M. Natasha Labovitz has joined the Firm as a partner in its thriving restructuring practice. Ms. Labovitz joins Kirkland’s New York office from the Business Restructuring and Reorganization group at Gibson Dunn & Crutcher LLP.

Ms. Labovitz has extensive experience in complex corporate restructurings. She has represented companies and boards of directors in connection with Chapter 11 cases, financings, asset dispositions and out-of-court restructurings. Ms. Labovitz has also represented creditors, acquirors and lenders in all aspects of the restructuring process. Some of her significant matters include advising the FINOVA Group, FLAG Telecom and Allegheny Energy in their successful in-court and out-of-court restructurings.

“We are delighted to welcome Natasha to the Firm,” said Richard M. Cieri, head of the global restructuring practice at Kirkland. “She has a wealth of knowledge and experience in complex restructuring work, and she will be a valuable addition to our growing team.”
