Cedric D'Hue Named to Young Lawyers Executive Committee
Cedric A. D'Hue of Baker & Daniels LLP has been named to the Executive Committee of the Indianapolis Bar Association's Young Lawyers Division.

The Young Lawyers Division provides continuing legal education opportunities and social activities for attorney members with less than five years of practice or under the age of 36. The group also plans and participates in fundraisers for community organizations.

D'Hue, who joined Baker & Daniels in 2005, practices in intellectual property law, focusing on patent prosecution, patentability analysis and life science matters. He also counsels clients in certified business enterprises and supplier diversity.

D'Hue earned a bachelor's degree in chemistry from Tufts University in 1999, master's degree in analytical chemistry from Purdue University in 2002 and juris doctorate from Indiana University School of Law in Indianapolis in 2005.

Robinson & Cole Tax Lawyers Join Panel at CBIA Sales & Use Tax Conference
Three R&C Tax Lawyers participated as panelists at the Connecticut Business and Industry Association’s Annual Sales and Use Tax Conference on February 9, 2007 in Farmington, CT. Christine Bromberg and Jack Shaughnessy spoke on the topic of sales and use tax issues for construction contractors and Dick Tomeo was a panelist discussing hot topics involving Connecticut sales and use taxes. Paul, Weiss Achieves More Victories for Guantánamo Bay Detainees
two more Paul, Weiss clients were released from Guantánamo Bay, Cuba, to their home country of Saudi Arabia. The clients and their families were immensely grateful to the firm for its efforts on their behalf. Of the firm's original 13 clients, five have been transferred back to Saudi Arabia, where they were briefly incarcerated and then released. The Paul, Weiss team, consisting of litigators Martin Flumenbaum, Julia Tarver Mason, Jennifer Ching, Jana Ramsey, Marcus Cave and Sarah Jackel, and paralegals Smriti Kodandapani and David Nolte, continues to work tirelessly for the release of the eight remaining Paul, Weiss clients.

McGuireWoods Lawyer Appointed Circuit Court Judge
McGuireWoods LLP partner, Thomas R. Mulroy, has been appointed by the Illinois Supreme Court to serve as a Circuit Court Judge for the Circuit Court of Illinois.

Mulroy joined McGuireWoods in 2003 and was named chairman of the firm’s litigation department for its Chicago office. A 1972 graduate of Loyola School of Law, he started his legal career as an Assistant United States Attorney that same year. Following his service as an Assistant U. S. Attorney, he joined Jenner & Block LLP in 1976.

Mulroy, who was evaluated and favorably rated by 12 bar associations, was found to be “Highly Qualified” by the Chicago Bar Association’s Judicial Evaluation Committee, the Women’s Bar Association, the Puerto Rican Bar Association, the Chicago Council of Lawyers and the Decalogue Society of Lawyers.

“We are extremely proud that a member of our firm has been chosen to serve on such an important and distinguished court,” says Richard T. Greenberg, managing partner in McGuireWoods’ Chicago office. “Tom’s extraordinary experience and achievements during his more than 30 years as a lawyer will well serve the Circuit Court of Cook County and the people of Illinois.”

Mulroy has been a Member of and Special Counsel to the Illinois Registration and Disciplinary Commission, chairman of the Chicago Bar Association Judicial Evaluation Appellate Review Panel, and chairman of the American Bar Association’s Civil Procedure and Evidence Committee. He is a fellow of the American College of Trial Lawyers and has been recognized as a Top Illinois Lawyer by Crain’s Chicago Business, Chicago magazine and the Law Bulletin Publishing Company. He also has been a member of the Boards of the Legal Assistance Foundation, Illinois Institute of Continuing Legal Education, Illinois Bar Foundation and Loyola University’s Trial Practice Advisory Board.

He is an adjunct professor of law, teaching trial practice at Northwestern, Loyola and DePaul Universities, and established the “Mulroy Prize for Excellence in Evidence" at Loyola. He has written and lectured extensively on litigation subjects.

Harris County Judge Robert Eckels to Join Fulbright
Harris County Judge Robert Eckels is leaving his decades-long career in public service, and management of the nation’s third-largest county, to join the international law firm of Fulbright & Jaworski L.L.P.

Eckels, who was first elected as a state representative in his 20s, served six terms in the Texas Legislature before being elected Harris County Judge – a role in which he oversaw the executive, legislative and judicial functions of a Texas county that is home to more than 3.6 million residents.

"It is with great pride that I have served the citizens of Harris County, but the time has come for the next phase of my career,” Eckels said. "Fulbright is an excellent fit for my experience. Fulbright’s impressive client base in many industries, including energy, will benefit from my legislative, homeland security and governmental experience. Fulbright itself has an impressive record of public service, including Leon Jaworski’s work as the Watergate Special Prosecutor. The firm’s public finance practice is among the nation’s finest. At Fulbright, Eckels intends to develop an administrative, regulatory and government relations practice serving clients who seek to be heard with respect to legislation, local ordinances or other government action. He will draw on his positive relationships with elected officials from both parties in Texas and Washington, D.C., and his experience in the Texas Legislature.

"Judge Eckels will be an asset to our firm’s corporate and governmental clients that want to find ways to enhance their relationships and explore new and innovative public-private partnerships,” said Steven B. Pfeiffer, chair of Fulbright’s Executive Committee. "Our attorneys worldwide value positive relationships with governmental leaders. Judge Eckels will significantly augment our existing relationships in Texas, Washington, D.C., and elsewhere.”

Eckels also will contribute to Fulbright’s national public finance practice, particularly as disclosure counsel. Fulbright’s public finance group includes more than 50 attorneys, who have represented virtually every type of participant in the municipal securities market, including six of the nation’s 10 largest cities. The firm’s practice regularly helps finance more than $15 billion in public infrastructure annually. In 2006, Fulbright’s public finance practice was ranked 2nd nationally as disclosure counsel, for clients including The City of New York, and among the top 10 as both bond counsel and underwriters’ counsel.

"Judge Eckels’ experience also will complement greatly our public-private partnership practice,” said Fredric Weber, head of Fulbright’s Public Finance and Administration Department. "As county judge, he led a study of the possible privatization of the Harris County Toll Road System. Although the county elected to retain governmental ownership and operation, his experience gives him special insight into public sector considerations affecting such partnerships. Judge Eckels’ experience with public-private partnerships and management of the budget and operations of a large urban county government will be invaluable to our clients.”

With 16 offices worldwide, Fulbright’s public finance practice offers the benefit of a local presence and global experience. Fulbright attorneys have helped bridge the gap in the nation’s transportation network through innovative financing of toll roads, highways, airports, transit systems, ports, bridges and parking facilities. Nationally, Fulbright’s public finance lawyers have assisted with more than 200 projects making up more than $45 billion in financings for publicly owned electric generation and transmission facilities.

Fulbright recently served as lead finance counsel to the New York Mets in an innovative financing of a new ballpark to replace Shea Stadium. The transaction was dubbed the "Deal of the Year” by the project finance community because of the uniqueness of the public-private partnership with The City of New York. Fulbright also has served as bond counsel to the Houston-Harris County Sports Authority during its financings of Minute Maid Park, Reliant Stadium and Toyota Center.

As county judge, Eckels was credited with helping Harris County finance without property taxes the three state-of-the-art sports facilities in or near downtown Houston, as well as improving transportation, flood control, homeland security and healthcare countywide. Eckels recently received national acclaim for helping coordinate the transformation of Reliant Astrodome and other county facilities into comfortable, welcoming shelters for those fleeing the devastation of Hurricane Katrina. It was the largest shelter operation in U.S.history.

The judge’s work during Hurricanes Katrina and Rita was recognized through a number of awards, including one from Esquire magazine, which named Eckels one of the Best and Brightest of 2005 for his extraordinary leadership. "When the city of New Orleans evacuated to Houston, Harris County Judge Robert Eckels took them in. He was an island of competence in the face of catastrophe,” Esquire wrote.

"Throughout his tenure as county judge, Robert Eckels has been a caring, solutions-oriented leader, who has worked to bring people together in managing a variety of challenges,” said Michael W. Conlon, the head of Fulbright’s Houston office. Microsoft’s Rivals Root For It In Supreme Court Clash With AT&T
U.S. software makers and web site operators will find themselves in an unusual position this week: rooting for Microsoft Corp. Companies that normally focus on thwarting the world’s largest software company stand to benefit if it defeats AT&T Inc. in a U.S. Supreme Court case that may give software makers new protections from patent lawsuits on exported products. Microsoft is seeking to limit what it must pay to use AT&T’s patented technology in the Windows computer operating system. The key issue is whether U.S. patent law, which covers Windows on domestic computers, extends to copies of the software made abroad and installed on computers there. Referring to the Genentech Inc. and MedImmune 8-1 ruling last month, Erik Puknys of Finnegan Henderson was quoted, “The way they’ve been trending the last few years is removing the power from the patents.

Senior Justice Department Official Joins Covington
Covington & Burling LLP announced today that Christopher Simkins will join the firm as of counsel. Mr. Simkins will be resident in the firm’s Washington office.

Mr. Simkins most recently served as Senior Counsel to the Assistant Attorney General in the Criminal Division of the U.S. Department of Justice, where he managed DOJ’s participation in the Committee on Foreign Investment in the United States (CFIUS). He also served as the DOJ liaison to the U.S. intelligence community for criminal matters and handled some of the Department’s most sensitive national security-related cases. Prior to that, he was a trial attorney in the Counterespionage Section of the Justice Department.

“We are very pleased to have Chris join Covington,” said Stuart Stock, Chair of Covington’s management committee. “His experience both at the Justice Department and in private practice makes him a valuable addition to both our international and our homeland and national security practice groups.”

“Chris's experience leading DOJ's work on over 200 national security reviews of transactions in the CFIUS process further strengthens our already robust practice in this area," said David Marchick, vice-chair of Covington’s international practice. “We look forward to Chris's work in expanding our capabilities to provide support to clients on a wide variety of national and homeland security issues.”

Covington has broad experience representing both international and domestic clients before the economic and security agencies comprising CFIUS. The firm also represents clients before Congress on policy matters related to foreign direct investment and national security.

Mr. Simkins is a graduate of Brigham Young University (J.D., 1997, B.A., Political Science, 1993).
