Stephanie A. Kennan to Join Heath Care Legislative Public Policy Group
Alston & Bird LLP announced today that Stephanie A. Kennan has joined the Washington, D.C., office as a senior policy advisor in the firm’s Health Care Practice, where she will assist clients in developing, designing and implementing their legislative and regulatory strategy.

“For more than two decades, Stephanie has focused on critical health care related issues,” said Frank “Rusty” M. Conner, partner-in-charge of the firm’s Washington, D.C., office. “Her strong policy background and nuanced understanding of important health issues will complement our health care team and benefit our clients. We are pleased she has joined the firm and look forward to her contributions to the health care practice.”

Most recently, Ms. Kennan was the Senior Health Policy Advisor to U.S. Senator Ron Wyden. In this capacity she worked on the Senate Finance, Budget and Aging Committees and helped develop legislation focusing on end-of-life care such as Medicare physician payment, Medicare Part D, drug research and payment and health insurance matters. Ms. Kennan’s professional accomplishments also include the introduction of the first bipartisan prescription drug bill, the development and passage of bipartisan budget amendments funding prescription drugs and uninsured initiatives and collaboration with the Centers for Medicare and Medicaid (CMS) on reimbursement issues related to medical devices and drugs.

“Alston & Bird’s reputation as one of the most distinguished health care practices in the country and the firm’s top-tier client roster will allow me to work on a variety of important health issues facing the nation today,” said Ms. Kennan. “I’m excited by the opportunity to work with such a distinguished group of health care professionals.”

Ms. Kennan will join Alston & Bird’s well established health care policy team, which includes such notables as former United States Senate Majority Leader Tom Daschle; former United States Senator Bob Dole; Tom Scully, the former Bush administration official who headed the Centers for Medicare & Medicaid Services; and Marilyn Yager, a former deputy assistant to the president under the Clinton administration. The group is comprised of 60 attorneys and is one of the largest of such practices among U.S. law firms. They are instrumental in developing law that involves health care regulation and policy on Medicare fraud and abuse, the Stark Law, health care compliance, HIPAA privacy and security requirements, Medicare and Medicaid reimbursement, Medicare fast track and slow track terminations and appeals, antitrust issues, EMTALA and numerous other administrative matters affecting health care entities.

Before joining Senator Wyden’s office, Ms. Kennan served in senior jobs for a number of high-profile associations and for a member of Congress. She earned her M.A. in creative writing from Johns Hopkins University and her B.A. in American Government and Foreign Affairs from The University of Virginia.

Frost Brown Todd Attorney Appointed as Visiting Professor at Siberia's Novosibirsk State University
Edmund J. Adams, Of Counsel to Frost Brown Todd LLC, has been appointed by the Center for International Legal Studies, Salzburg, Austria, as a Visiting Professor of Bankruptcy Law at Novosibirsk State University near Novosibirsk, Siberia, Russia’s third largest city.

The appointment, for two weeks in March, is one of approximately 40 in the Center’s Senior Lawyer Program this spring. The program is in its second full year. The engagement in Novosibirsk will be preceded by a one week orientation period at the Center’s Salzburg facilities in late February.

Adams will be conducting a seminar on Chapter 11 bankruptcies in America, to give the students from Siberia, Mongolia and Kazakhstan an opportunity to compare their business bankruptcy system to that in the United States.

“This will be an exciting experience for my wife Cindy and me,” said Adams. “I hope to convey a sense of the entrepreneurial spirit in America, how our court system functions, and especially how in major business bankruptcies, so much is resolved through negotiation rather than litigation.”

Adams is a Fellow of the American College of Bankruptcy. He has represented clients in numerous Chapter 11 cases during his legal career, serving as the partner-in-charge at Frost Brown Todd in the Federated Department Stores, Eagle-Picher Industries, Cincinnati Microwave, Cordage of Cincinnati and Endicott-Johnson Shoe Chapter 11 cases, among others.
