Two Houston Associates Added
Godwin Pappas Ronquillo is pleased to announce the additions of David J. Mullican, Jr. as an Associate in the firm’s Mass Tort Litigation section and Sidney C. Watts as an Associate in the firm’s Labor and Employment section. Both will practice in the firm’s Houston office.

Mr. Mullican previously worked as an Associate for Kacal, Adams & Law in its Houston office. He has a broad range of litigation and transactional experience in both state and federal courts representing clients in commercial litigation, mass tort litigation, probate, appellate and real estate.

Following law school, Mr. Watts worked as a commercial litigation associate for two different San Diego law firms before moving to Texas and concentrating on employment law at Alaniz & Schrader where he was integrally involved in the defense of several large class action employment cases. His experience also includes contract litigation, construction litigation, corporate formation and personal injury defense.

Mr. Mullican received a J.D. from the University of Texas School of Law in 1983 and a B.A. from the University of Houston in 1978.

Mr. Watts received a J.D. from University of San Diego School of Law in 2001 and a B.A. from Baylor University in 1994.

Edwards Angell Palmer & Dodge LLP ranked among the nation’s top bond counsel and underwriter counsel in Thomson Financial’s recently released rankings for 2006.
Edwards Angell Palmer & Dodge LLP was ranked among the nation’s top bond counsel and underwriter counsel in Thomson Financial’s recently released rankings for 2006.

The Firm placed in the top ten for bond counsel in Massachusetts, Florida and Rhode Island and was ranked 7th for the northeast region and 18th nationally.

Edwards Angell Palmer & Dodge LLP has also been ranked in the top twenty for underwriter counsel in Connecticut, Massachusetts and Rhode Island and was ranked 12th for the northeast region.

The 2006 rankings, quantified and determined by Thomson Financial, measured Edwards Angell Palmer & Dodge LLP against firms nationwide as well as by region and within the individual states. Measurements were based on the total par amount of bonds issued during the year.

Chadbourne Represented Turkcell in $3 Billion International Syndicated Financing;
Chadbourne & Parke LLP represented Turkcell, the leading provider of mobile communications in Turkey, in the successful conclusion of a $3 billion unsecured syndicated term loan facility with a group of banks.

The deal, signed in Istanbul on February 26, was the largest unsecured syndicated loan facility closed by a single corporation ever in Turkey. The banks were Akbank T.A.S., Citibank, NA., Garanti Bankasi A.S., HSBC Bank plc, J.P. Morgan plc and Standard Bank Plc as initial mandated lead arrangers and underwriters.

The facility will be used for general corporate purposes of Turkcell and its consolidated subsidiaries, including potential acquisitions and strategic investments for international expansion. The facility will be made available in U.S. dollars.

Working on the deal for Chadbourne were London office partner Laura Brank, who heads the Russia and CIS Practice, London partner Jennifer Handz and associate Matthew Hinxman.

The facility was structured as a senior unsecured term loan facility in Tranches A, B and C of US$1 billion each and with maturities of three, five and seven years respectively. Only Tranches A and B were syndicated; Tranche C was fully subscribed by Akbank T.A.S. and Garanti Bankasi A.S., and is structured as an amortizing facility with commercial terms in line with those of Tranches A and B.

Citibank, N.A., HSBC Bank plc, J.P. Morgan plc and Standard Bank Plc acted as Joint Bookrunners on the Facility.

The facility was heavily oversubscribed, and its success demonstrates the strength and standing of Turkcell in the international financial markets and the quality of its relationships with the international banking community.

The bank group, a diverse selection of Turkish and international lenders, is a testimony to Turkcell’s broad appeal and evidence of continued strong demand for top quality Turkish names.

Dennis H. Blumer Joins Arent Fox to Lead Law Firm’s New Higher Ed Practice
Arent Fox announced today that Dennis H. Blumer has joined the firm to lead a new higher education practice from the Washington, DC, office.

Blumer joins the firm as a partner after a 12-year tenure as vice president and general counsel at The George Washington University (GW), the District of Columbia’s largest private employer. At GW, Blumer managed the university’s corporate and legal activities, directing a staff of 12 in-house attorneys and numerous outside counsel on legal issues ranging from real estate to international affairs.

Previously, Blumer served as executive assistant to the president of the University of Maryland, College Park. While there, he took a leave of absence to direct a project for the Carnegie Corporation on collective bargaining in higher education.

Blumer has been a member of the higher education legal community for 40 years, working for various public and private universities across the nation. Among other professional activities, he serves on the boards of Strayer University and AMHIC Mutual Health Insurance Company. In addition, he recently served on the board of directors of the National Association of College and University Attorneys.

“We are thrilled that Dennis is joining us and look forward to his leading our new higher education practice group,” remarked Arent Fox Chairman Marc Fleischaker. “We already represent a number of colleges and universities as well as their trade associations, and growing this practice area will prove invaluable.”

Blumer received both a BA in history and his law degree from Yale University.

Willkie Assists Colony Capital in $8.8 Billion Agreement to Acquire Station Casinos
Station Casinos, Inc. announced that it has entered into a definitive agreement to be acquired by Fertitta Colony Partners LLC (“FCP”) in a transaction valued at approximately $8.8 billion, including the assumption or repayment of approximately $3.4 billion of debt. FCP is a new company formed by Frank J. Fertitta III, Chairman and CEO of Station, Lorenzo J. Fertitta, Vice Chairman and President of Station, and Colony Capital Acquisitions, LLC, an affiliate of Willkie client Colony Capital, LLC. Under the agreement, FCP will acquire all of Station’s outstanding common stock for $90 per share in cash. With 13 properties and over 10,000 employees, Station is the leading provider of gaming and entertainment to the residents of Las Vegas, Nevada. Colony Capital is a private, international investment firm focusing primarily on real estate-related assets, securities and operating companies. The firm has invested approximately $20 billion in over 8,400 assets through various corporate, portfolio and complex property transactions. The Willkie team advising Colony Capital includes partners Thomas Cerabino, Adam Turteltaub, Robert Bressman, William Hiller and Richard Reinhold; and associates Daniel Backer, Jeremy Crystal , Jeffery Fang, Amanda Granacher, Alycia Green, Thomas Henry, Jordan Messinger, Jeni Pepper, Danielle Sheer and Kelly Sutherland.

White & Case Dominates Record-Breaking European CLO Market
London, February 26, 2007 ... 2006 was a record-breaking year for the European Collateralised Loan Obligation (CLO) market with a total of 67 cash CLO deals closing, according to the recent Standard & Poor's (S&P) report European CDOs of Leveraged Loans 2006 Review. White & Case advised on 35 of the deals recorded in the report, giving the Firm a 52 percent market share. According to the report, the 2006 issuance figure is almost three times higher than in 2005, when S&P tracked a total of 24 deals. Of these deals White & Case acted on 12, meaning that even though the number of European cash CLO deals has almost tripled, the Firm has retained its dominant market position. After Residential Mortgage-Backed Securities, Collateralised Debt Obligations (CDOs) are now the largest Asset-Backed Securities (ABS) class, with CLOs the fastest-growing segment in the CDO market.

"Last year we saw phenomenal growth in the European CLO market, driven by a booming leveraged buy-out market, huge investor demand for paper, strong corporate performance and the emergence of US private equity and hedge funds as major players in the region. We expect the market to continue to grow and the number of deals this year to outstrip the 2006 figure," explained Richard Reilly, co-head of White & Case's Global Securitisation practice.

Highlights of last year's work by White & Case include:

* advising Deutsche Bank on a €518 million market value CDO for Carlyle that was issued by CELF Europe Credit Partners;
* working on three CLOs for Blackstone totalling €1.6 billion: acting for JPMorgan on the €521 million issue by Hyde Park CDO B.V.; acting for JPMorgan Securities Ltd. as arranger on the €600 million issue by Regent's Park CDO B.V.; and acting for Credit Suisse Securities (Europe) Limited as arranger on the €501 million issue by Green Park CDO B.V.;
* acting for Citigroup Global Markets Limited as initial purchaser in the €400 million managed CLO with Eaton Vance Management and JPMorgan as Managers/Administrators;
* representing Morgan Stanley on the issue by Euro-Galaxy CLO in a €383 million managed CLO. Caja Madrid acted as co-placement agent and the portfolio is managed by AIG Investment Corp;
* advising IXIS Securities North America on a €625 million market value CDO for Babson Capital Europe that was issued by Rockall CLO and arranged by IXIS.


"Looking ahead, we are likely to see continuing strong CLO issuance, with an increase in the number of CDOs of ABS that are issued. We also expect to see some technical developments with regards to CLOs, including the introduction of a redemption by refinancing provision to allow original profits to be obtained and increasing sophistication in warehouse agreements," commented Gavin McLean, a principal partner of White & Case's European Securitisation practice.

White & Case regularly acts as principal deal counsel on European cash CLOs for JPMorgan, Goldman Sachs, Citibank, Deutsche Bank, Credit Suisse, Bank of America, Morgan Stanley, Carlyle, Blackstone, Babson Capital Europe, Alcentra, Elgin Capital, Eaton Vance and Indicus Advisors.

Nelson Mann Elected to American Royal Board of Directors
Stinson Morrison Hecker LLP attorney T. Nelson Mann was recently elected to the American Royal Board of Directors.

“I am happy to be part of this volunteer organization that is rich in history and tradition,” Mann said.

Mann served as the 2005 Chairman of the Greater Kansas City Chamber of Commerce Board of Directors. His legal practice centers around technology transfers, public/private partnerships and capital formation. As a volunteer, Mann has served on boards and in leadership positions with the University of Medicine and Bioscience, Reach Foundation, Arts Council of Metropolitan Kansas City, Kansas City Area Development Council, the Kansas City Symphony and Lyric Opera, and as a trustee on the Johnson County Community College Board.
