CTW Announces New Shareholders for 2007
Clark, Thomas & Winters, a Professional Corporation, the largest commercial law firm in Austin, announces that six attorneys have been elected to be shareholders. Brenda Barrett Healey, Dimple H. Desai, Clare H. Dooley, Pamela J. McClain, Dane McKaughan, and Rana M. Siam were previously associates with the firm.

“Clark Thomas is pleased to include these talented attorneys among its shareholders,” says the firm’s President Larry McNeill. “We are particularly pleased that this group includes two ‘home-grown’ attorneys who have risen to the rank of shareholder from summer associate.”

The 2007 Shareholders
Brenda Barrett Healey provides legal solutions and business guidance to entrepreneurs, corporate decision-makers, and individuals about critical business law issues, including assistance with start-up and organizational matters, private securities offerings, mergers and acquisitions, corporate governance issues, corporate finance, and other transactional matters. Ms. Healey also represents credit unions and credit union service organizations dealing with transactional and regulatory matters. She earned her J.D. from The University of Texas School of Law in 1998 and a B.A., with high honors, from The University of Texas at Austin in 1994.

Dimple H. Desai, a litigator with the firm, represents and counsels clients in risk management, contractual disputes, and other litigation matters. Her practice includes representation of health care providers (including both individuals and entities), pharmaceutical companies in mass tort litigation, medical device manufacturers and automotive companies. She also represents contractors and individuals in construction litigation. Ms. Desai earned her J.D. from The University of Texas School of Law in 1999, where she served as an Articles and Notes Editor on the Texas International Law Journal. She earned a B.A. with Special Honors in the Plan II Honors Program from The University of Texas at Austin in 1996. During law school, Ms. Desai was a summer associate with the firm and she currently serves on the firm’s Recruitment Committee. She is a member of the Austin and Dallas Bar Associations, the American Health Lawyers Association and the Network of Indian Professionals.

Clare H. Dooley, a member of the firm's products liability section, represents clients in complex civil litigation. The majority of her practice involves pharmaceutical products liability and mass tort litigation, representing manufacturers in both state and federal courts. Ms. Dooley earned her J.D. from Loyola Law School in 1997 and a B.A. from Rice University in 1991.

Pamela J. McClain, who is Board Certified in Personal Injury Law by the Texas Board of Legal Specialization, practices primarily litigation, with a focus on product liability defense, insurance defense, motor carrier vehicle defense, and the defense of manufacturers in lawsuits filed under the Texas Deceptive Trade Practices Act. Ms. McClain earned her J.D. from St. Mary’s University School of Law in 1998 and a B.A. from Southwest Texas State University in 1993.

Dane McKaughan, a member of the firm’s energy and public utilities section, represents clients before the Railroad Commission of Texas, Public Utility Commission of Texas, and Texas Commission on Environmental Quality, as well as district and appellate courts. His practice focuses on a wide range of administrative areas, including gas and electric utility regulation, telecommunications, and water law. Prior to joining the firm, Mr. McKaughan served as Briefing Attorney to Justice Mack Kidd at the Third District, Texas Court of Appeals. He earned his J.D. from The University of Texas School of Law and an M.P.A. from the Lyndon Baines Johnson School of Public Affairs at The University of Texas at Austin in 1998. He earned a B.A., with honors, from Austin College in 1988.

Rana M. Siam is a litigator in the firm's energy and public utilities section. Her practice focuses on representing and counseling electric utility and energy industry clients and also includes extensive experience representing pharmaceutical products liability manufacturers. Ms. Siam has substantial litigation experience and routinely appears before administrative agencies and state and federal courts. She earned her J.D. from the University of Houston Law Center in 1997 and a B.B.A., cum laude, from the University of Houston in 1994. Originally a summer associate with the firm, Ms. Siam now serves on the firm's Recruitment Committee and is a member of the DRI Young Lawyers' Steering Committee.

The Looming Government Pension Crisis
As a natural outgrowth of its significant experience with municipal defaults and insolvencies, Chapman has been working to identify solutions to the looming problem of underfunded government pensions and medical obligations. After surveying the obligations of all 50 states, the firm has developed creative solutions that can enhance adequate funding and preserve the fiscal health of local governments. During 2006, Chapman lawyers advised numerous civic, governmental, and municipal finance organizations on this issue and published several articles in this area, including:

Bullivant named to top 100 list for law firm diversity
Bullivant Houser Bailey PC, a leading West Cost law firm, has been named to Multicultural Law magazine’s list of top 100 law firms for diversity.

To compile the rankings, the magazine surveys more than 200 law firms and evaluates the diversity of the firm’s lawyers, use of mentoring programs, and overall commitment to diversity. Rankings for 2007 are listed alphabetically.

The ranking shows Bullivant’s continued commitment to promote greater diversity within the firm and the legal profession. Bullivant has been ranked as one of the top 25 law firms in the country for openly gay and lesbian attorneys for two consecutive years. In 2006, the firm launched the Bullivant Houser Bailey Law Student Diversity Scholarship Program providing a first-year law student with a salaried summer associate position and a $7,500 scholarship for use during the recipient’s second year of law school. Earlier this year, Bullivant added Sandra Gronfein to serve as Director of Professional Development, Recruiting & Diversity.

James E. Rotch Addressed Snead State Community College Students
Bradley Arant Rose & White LLP partner, James "Jim" E. Rotch, addressed the students at Snead State Community College on Wednesday, February 21st. Mr. Rotch spoke about the birth of The Birmingham Pledge and the progress it has made. The Birmingham Pledge served as the basis for the Universal Human Rights Pledge, which is discussed with all Snead State students as they complete their orientation requirement.

Blackwell Sanders Completes $86.1 Million IPO
Blackwell Sanders represented Tortoise Capital Resources Corp. (NYSE: TTO) in its initial public offering of common stock. The company sold 5.7 million shares at $15 per share, raising gross proceeds of $86.1 million. The company has elected to be treated as a business development company under the Investment Company Act of 1940. The Blackwell Sanders team included Steve Carman, Jason Reschly and Eric Gervais.

Tortoise Capital Resources Corp., a closed-end management investment company focused on the U.S. energy infrastructure sector, is managed by Tortoise Capital Advisors, L.L.C., a registered investment advisor specializing in the energy infrastructure sector.

The Broadhurst, Shubert and Booth Theatres Sell Development Rights
Today's New York Law Journal "Real Estate Marketplace" column notes Paul, Weiss' representation of the Broadhurst, Shubert and Booth Theatre LLCs, owned by our clients The Shubert Organization, in the sale of development rights from the theatres to a joint venture between Boston Properties Limited Partnership and Madison Equities LLC. The buyers purchased all of the parcels situated along Eighth Avenue between 54th and 55th Streets, as well as the development rights from the theatres, which are located nearby in the West 40s. The article notes that the three theatres are all landmarked and further construction on them is prohibited, but the theatres can sell their development rights for construction on other land parcels within a specified district. Real estate partner Meredith Kane represented The Shubert Organization in this transaction.

Two Paul, Weiss Deals Noted in Asian-Counsel's "Deals of the Year 2006" List
Two of Paul, Weiss' deals, the sale of Taiwan Broadband Communications to The Carlyle Group and Eastern Multimedia Company's sale of its majority stake to The Carlyle Group, have been selected as "Deals of the Year 2006" by Asian-Counsel magazine. Asian-Counsel selected the top 30 deals of the year from 370 submissions from nearly 60 firms throughout the globe.
