Claudia L. Oñate Greim Appointed to Missouri Housing Development Commission
Stinson Morrison Hecker LLP attorney Claudia L. Oñate Greim was recently appointed as a commissioner to the Missouri Housing Development Commission (MHDC). Greim is one of six persons appointed by the governor, with the advice and consent of the Senate, to serve on the MHDC board along with the governor, lieutenant governor, attorney general and treasurer.

As the state's housing finance agency, the MHDC is dedicated to strengthening communities and the lives of Missourians through the financing, development and preservation of affordable housing. Created by the 75th General Assembly, the Commission has invested almost $4 billion for rental housing developments, preservation of affordable rental housing, home mortgages, home improvement loans, grants to neighborhood housing groups, and other housing programs. MHDC functions as a bank, providing financing directly to borrowers or through a network of private lending institutions.

Greim, an associate in the Kansas City office, focuses her practice on corporate transactional matters, including mergers, acquisitions, divestitures, public and exempt offerings of securities, general corporate law and securities law compliance and corporate governance. She received her juris doctorate in 2002 from Harvard University.

Phelps Dunbar Continues Florida Growth With New Partner and New Practice
Phelps Dunbar LLP continues its growth in the Tampa market with the addition of Scott P. Weber, who has joined the firm's Tampa office as an equity partner in the regional business practice group. Mr. Weber will lead the firm's initiative to launch a robust, Florida-based franchise law practice.

Mr. Weber's depth of experience in the area of franchise and distribution law will strengthen Phelps Dunbar's existing business practice and benefit his clients by offering them Phelps Dunbar's broad practice base of services. While Phelps Dunbar has traditionally handled work primarily for franchisees, Mr. Weber brings the added talents of a franchisor representation that greatly strengthens the firm's franchise practice.

"We are excited about Scott joining the firm and believe that his practice will benefit the firm's current franchise and distribution clients by offering enhanced services and allow his clients access to the full-service nature of the firm with very competitive rates for Florida-based businesses," said Lawrence P. Mr. Weber concentrates his practice in organizing and structuring franchise, multilevel marketing, dealership and other distribution programs, as well as assisting e-commerce, intellectual property and technology dependent businesses. He also advises defense contractors and other homeland security related businesses in a wide spectrum of corporate, technology, licensing, and government contracts. In addition, his international licensing and distribution experience includes advising U.S. and foreign companies on numerous business related issues.

Mr. Weber received his J.D. in 1997 from Vanderbilt University Law School. He received his B.A., with honors, from the University of Florida in 1994.

In the Tampa community, Mr. Weber is very active in the Rotary Club; Suncoast Seals of Florida, Inc.; the St. Petersburg Underwater Club; Sportsman Protecting Ocean Resources Together; and the Fishing Rights Alliance, an organization he formed with the purpose of engaging in direct governmental and legal activism to protect the environment and promote responsible use of marine resources. He has also been directly involved in Florida hurricane relief efforts and initiatives.

Professionally, Mr. Weber is a member of The Florida Bar, Antitrust and Franchise Division; the Florida Franchise Association; Internet Business Association International, Tampa Bay Area (Sponsor); American Bar Association, and Forum on Franchising. In addition, Mr. Weber frequently speaks and writes on various franchise, distribution, and business law topics.
