Attorney Joins Fulbright’s Experienced Energy, Environmental Practices
Environmental and energy attorney Les Lo Baugh, who previously worked as general counsel for gas and power companies in California and New York, recently joined Fulbright & Jaworski.

“Our strategically grown global energy practice continues working to serve our clients’ diversified energy and environmental needs whether in Dubai, Hong Kong, Los Angeles or any number of international cities,” said Steven B. Pfeiffer, chair of Fulbright’s Executive Committee. “Les’ gas and power experience will further enhance our energy, environmental and corporate teams that work in concert daily to achieve our clients’ goals worldwide.”

Lo Baugh came to Fulbright’s Los Angeles office as a partner from Christensen, Glaser, Fink, Jacobs, Weil & Shapiro, LLP.

“We are fortunate to have Les,” said Peter Mason, the head of Fulbright’s Los Angeles office. “He has a unique range of experience and expertise found in few lawyers. His cutting edge work in the area of guiding the development of large commercial projects through new environmental and energy regulations puts him in a select group of attorneys in the country.”

Lo Baugh has represented some of the world's largest gaming companies on permitting, regulatory, environmental, energy, LEED, corporate and other matters. He has also served for several years as chief energy, environmental, transactional and regulatory counsel for the largest private development project in the United States and is recognized as one of the nation’s foremost lawyers on LEED and green buildings.

“Les is a great addition to our thriving global practice,” said Michael Irvin, who heads Fulbright’s energy practice. “Beyond his environmental and energy work, Les has significant experience advising corporations on a multitude of corporate governance issues. He has deep and multi-faceted experience that will be invaluable to our clients.”

Lo Baugh joined the law departments of Pacific Lighting and Southern California Gas in 1975. He handled regulatory, federal gas supply and pipeline cases, including LNG and the Alaska gas pipeline case. Over time, he took on increased responsibilities and more challenging matters.

In the mid-1980s, Lo Baugh was named general counsel of Pacific Enterprises. In that role, Lo Baugh had overall responsibility for legal matters including oil, gas, alternative energy, utilities, real estate, and pipelines. He supervised more than 100 environmental compliance audits and other internal investigations. Lo Baugh also led the divestiture of non-energy related companies and assets, as well as acquisitions in Argentina, Brazil, Uruguay and Europe. Additionally, Lo Baugh helped create what is now known as Sempra Energy.

Lo Baugh later moved to New York’s Niagara Mohawk Power Corporation, where as general counsel, he was responsible for selling five fossil fuel generation plants, 71 hydro plants, two nuclear power plants and Niagara’s sale to the National Grid, a British holding company. He also resolved a number of legal matters involving Native American tribes.

Fulbright’s reputation appealed to Lo Baugh, who said the international firm provides an unequaled global platform for corporate, energy and environmental work. Fulbright’s energy, environmental and corporate practices provide legal services to a diverse global client base that ranges from start-up ventures to large multinational companies.

“The strong energy and environmental practices, combined with the firm’s corporate strength, made Fulbright a perfect fit for me,” said Lo Baugh, a former Army lieutenant. “I am delighted to have joined such an excellent firm and be surrounded each day by an impressive group of colleagues. I enjoy the collegial culture at Fulbright, and the firm’s understanding of the importance of interaction, team work and support for one another.”

Lo Baugh received his law degree from Georgetown University and attended Stanford University’s Executive Management Program. He is licensed to practice law in California, the District of Columbia, New York and before the U.S. Supreme Court and various federal courts.
