Bowser, a partner in the Employment Section of Young Conaway Stargatt &amp; Taylor, LLP, has been selected to receive the National Governor's Association (NGA) Award for Distinguished Service to State Government. Mr. Bowser will be honored with the award on July 21, at the NGA Annual Meeting in Michigan.

Mr. Bowser is being recognized for his service to the State of Delaware as the Chair of the Delaware Cancer Consortium. In December of 2000, Delaware Gov. Ruth Ann Minner asked William Bowser to serve as chair of the Advisory Council on Cancer Incidence and Mortality. Since then, he has devoted thousands of hours to oversee the development and implementation of a statewide cancer plan, which has garnered national recognition, through the Delaware Cancer Consortium. 

Mr. Bowser's efforts led to the Delaware Cancer Treatment Program, which provides universal coverage for cancer treatment to Delawareans. As a result, cancer mortality rates in Delaware have fallen at twice the national rate. Furthermore, his true commitment and compassion to improving the lives of each Delawarean is exemplified by his devotion of energy and resources to eliminating racial disparities in cancer treatment. According to Governor Ruth Ann Minner, who submitted Mr. Bowser for consideration, "Bill has broadened our vision; he not only allowed us to think beyond what we had thought possible, he required it."

In addition to the NGA Distinguished Service Award, Mr. Bowser has been recognized for his work on behalf of children with cancer and their families as the recipient of the Governor's Volunteer of the Year Award in 2000, and the Roxana Arsht Beacon Award and the Helen F. In the most recent decision, the Delaware Supreme Court reversed the trial court and reinstated AT&amp;T's claim for the indemnification of defense costs and settlement amounts that embraced a tower of coverage of $90 million. AT&amp;T Corp. v. Clarendon America Insurance Co., et al., App. No. 567, 2007 Del. LEXIS 294 (Del. Supr. July 2, 2007). This decision restores to the underlying litigation in Superior Court the $90 million portion of almost $600 million at issue in coverage limits in that action. Partner John James is the lead Potter Anderson attorney representing AT&amp;T in this action, serving as co-counsel with Morgan, Lewis &amp; Bockius LLP. In its decision, the Supreme Court held that AT&amp;T was entitled to cover-age from the insurers who had provided $90 million in directors and officers liability coverage to At Home Corporation, a subsidiary of AT&amp;T, which had entered bankruptcy. That bankruptcy contributed to the filing of a number of securities class actions against AT&amp;T, its directors and the directors of At Home, most of whom were AT&amp;T designees. The Delaware Supreme Court held, on issues of first impression, that the At Home directors had suffered a legally cognizable "loss" within the terms of the policy and that AT&amp;T, which had indemnified its At Home designated directors because of At Home's bankruptcy, was equitably subrogated to the rights of those directors to the At Home insurance coverage. The court rejected the formalistic position adopted by the Superior Court and advanced by the insurers that it was necessary for the At Home directors to have actually paid their defense costs and their portion of a $340 million settlement before being indemnified by AT&amp;T in order to be entitled to coverage under the D&amp;O policies sold to At Home.</News:newsheading>

On July 8, 2005, the Court approved a $75 million settlement between the plaintiffs and Citigroup-related defendants (Salomon Smith Barney and Jack Grubman) was announced. Information concerning the settlement and the Proof of Claim form are available at www.globalcrossinglitigation.com. 

On October 27, 2005, the Court approved a settlement with Arthur Andersen LLP and all Andersen-related defendants. The settlement is for $25 million cash and brings the total of partial settlements in this case to $345 million. The case is still proceeding against other defendants including Goldman Sachs, Merrill Lynch, CIBC and others.
